**Duties**:
**Oversees Applications Development Team and Innovation Projects**

Prioritizes and coordinates project management activities across all missions and track all milestones. Measures all performance indicators, budgets, timelines, and resources, for innovation projects within IRM.

**Performs prioritization and assessment of workflow and analysis of business process**

Determines workflow by interviewing user(s), analyzes business process to determine suitability for automation or database applicability. Some considerations include but are not limited to flexibility, scalability, expandability, portability of final product, -whether it is to be developed in-house or purchased commercially off-the-shelf (COTS).

Coordinates the systems analysis processes of the development team.

Based on workflow assessment and analysis, designs and builds a program and/or database which: captures and stores data; provides query capabilities (if needed); defines user/group roles; validates users/data by providing data-enforced security; provides database links (if needed). Models the program or database to insure that: datasets/groupings are according to specifications; tables and indices are complete; all executables are in accordance to recognized standards and meet Department of State's security requirements. Monitors/identifies database and system constraints, monitors system performance, corrects any identified problems; and writes for end-users and for the IRM staff documentation about: the logical and physical database structure; security protocols used; and database and system constraints.

Coordinates the programming and database development activities of the development team.

**Qualifications and Evaluations**:

- Requirements:
EXPERIENCE: Minimum five (5) years of experience in the IT field including two (2) years of project management.

JOB KNOWLEDGE: Good knowledge of programming methodologies; web technologies and content management systems; Microsoft server and Windows-based client configuration; Microsoft O365 and Power platform, Google Cloud Platform, Amazon Web Services, basic local area networking concepts; standard business work process and management principals.
- Education Requirements:
Bachelor's degree in computer science or another IT field.
- Evaluations:
LANGUAGE: Fluency in English. This may be tested.

SKILLS AND ABILITIES: Ability to analyze and resolve highly technical and complex database problems, ability to synthesize and present information in writing and orally, ability to work independently with just general guidance. Must possess strong interpersonal skills to work with clients at all levels at post, Bureau, Department personnel and with outside sources. Exercises good judgment in assessment of workflow and business processes to determine appropriate methodology and platform(s) to use and integrate for maximum business/user benefit.
