Mission objectives:

  • Maintain a consolidated view of the tax information system, its current state, its target state and its evolution trajectory.
  • Ensure cross-functional architectural monitoring of the portfolio of programs and projects related to taxation, from the scoping phase to the main implementation stages.
  • Ensure functional, application, informational and technological consistency between the various tax projects.
  • Promote the reuse of common capacities and components of the tax information system and platforms cross-functional approaches within the client environment, in order to limit redundancies and silos.
  • Identify dependencies, impacts, architectural risks, obsolescence, and arbitration needs at the portfolio level.
  • Contribute to the alignment between the client’s Finances' PDI, business priorities, and decisions of governance and the projects actually undertaken.
  • Strengthen the continuity of architectural knowledge and facilitate coordination between multiple departments, service centers, project teams and service providers.

 

 

Expected activities:

Enterprise architecture in the tax domain.

  • Update and maintain the maps of business capabilities, processes, data, applications, flows and platforms of the tax IS.
  • Describe the existing and target situations, as well as the trajectories allowing for a gradual and controlled transformation.
  • Maintain a consistent view of the common building blocks of the tax information system and their reuse by the different areas of taxation.

Cross-functional monitoring of the tax project portfolio

  • Participate in defining the scope of initiatives and projects, identifying their impacts on the ecosystem fiscal and on the client’s SI.
  • Ensure consistency between projects.
  • Identify inter-project dependencies, sequencing needs, and components to reuse and the key decisions to be made.
  • Ensure regular monitoring of architectural guidelines during construction and report any deviations significant differences.

Solution architecture and integration

  • Produce or contribute to vision documents, scenarios, architectural files, architectural opinions,
  • specifications and Architecture Decision Records (ADR).
  • Define the principles of integration and interoperability, particularly for APIs, events, data exchange, repositories, EDM, identity and user interactions.
  • Ensure consistent integration with the cross-cutting components of the client and with the shared services of the tax information system.
  • Ensure that solutions remain modular, scalable, documented, and compatible with the introduction of new taxes.

Governance and collaboration:

  • Prepare the necessary elements for the arbitrations of the client & steering bodies Finances department.
  • Outline the key decisions, exceptions, risks, assumptions and dependencies in the appropriate reference frameworks.
  • Collaborate with enterprise, solution, application, data, and security architects infrastructure, as well as with analysts, project managers, business professionals and service providers.

 

Desired Skills:

  • Knowledge and experience of common enterprise architecture frameworks, and related methodologies and tools, in particular TOGAF and tools like Aris, Mega or Casewise.
  • Knowledge and experience in modelling (UML, Archimate, BPMN, …)
  • Technical knowledge in software development, including older technologies (understanding of the existing one) than in more recent architectures and technologies
  • Mastery of different types of architecture (SOA, EDA, microservices…) and their standard technologies.
  • Mastery of enterprise development and integration concepts and technologies (Web Services, ESB, micro-services, API Gateway,…)
  • Knowledge of "emerging" technologies and their potential.
  • Insightful, able to distinguish the essential from the accessory and to address it appropriately differentiated.
  • Methodical, organized, meticulous about meeting deadlines and delivering finished work that meets a quality defined.
  • Capable of expressing himself clearly, both orally and in writing, and with.. technical and non-technical interlocutors
  • Independent but capable of working in a team. positive, constructive and friendly.
  • Fast and resilient to stress – capable of responding in an organized manner to multiple demands by defining priorities.
  • Knowledge and experience of enterprise architecture and urbanization practices information systems.
  • Knowledge of at least one project management methodology and/or experience in the matter.
  • Knowledge of the public sector, its areas of activity and job functions
