We are looking for an experienced Business Analyst to support digital transformation and eGovernance initiatives within a large international organization. This role focuses on analysing public administration challenges, supporting strategic projects, engaging with stakeholders, and contributing to the design, implementation, and monitoring of digital transformation initiatives in the public sector. What will you do?
• Analyse policy, business, and institutional contexts to support strategic decision-making and programme objectives.
• Gather, validate, and document business and stakeholder requirements using structured business analysis methodologies.
• Assess current and target operating models, identifying capabilities, value streams, and operational impacts.
• Analyse existing business processes, identify inefficiencies and bottlenecks, and recommend improvement opportunities.
• Conduct gap analyses between current and desired states and contribute to defining improvement roadmaps.
• Identify and assess risks associated with business processes, systems, and transformation initiatives, proposing mitigation actions.
• Contribute to the preparation of strategic and project documentation, including business cases, vision documents, project charters, and governance materials.
• Facilitate communication and collaboration with internal and external stakeholders to ensure alignment and shared understanding.
• Support the design, implementation, and monitoring of digital transformation and eGovernance projects.
• Prepare administrative, financial, communication, and monitoring documentation related to project delivery.
• Coordinate and participate in working groups, project meetings, workshops, and events.
• Monitor project progress, track activities against plans, and provide regular reporting.
• Support knowledge management activities through collaborative platforms such as SharePoint and JIRA.
• Design and manage surveys, analyse collected information, and produce actionable insights.
• Prepare presentations, briefing materials, and executive summaries for stakeholders and decision-makers. What are we looking for?
• Bachelor's or Master's degree with significant professional experience in Information Technology, Business Analysis, Public Administration, or related disciplines.
• Minimum 5 years of experience supporting digital transformation initiatives within public sector organizations.
• Minimum 1 year of experience working with public authorities in a national or international environment.
• Strong experience in business analysis, requirements gathering, process assessment, and stakeholder management.
• Understanding of digital transformation challenges and modernization programmes in public administrations.
• Experience preparing strategic documentation, reports, presentations, and business-oriented deliverables.
• Knowledge of survey design, data collection, and information analysis techniques.
• Experience coordinating projects and collaborating with multidisciplinary teams.
• Ability to synthesise complex information into clear and actionable recommendations.
• Experience working with collaborative tools such as SharePoint and JIRA.
• Excellent communication and stakeholder engagement skills.
• Ability to work autonomously while contributing effectively within international and multicultural teams.
• Excellent English communication skills (minimum C1 level).
• Eligibility to obtain EU security clearance is required.
