Context, Description & Mission Details
Domain Delivery Lead
- International Protection Work Environment As part of the eMigration programme, the Immigration Office is profoundly transforming its digital working environment. This ambitious transformation aims to modernize business applications, strengthen collaboration across teams, and build the foundation for a more integrated, agile, and forward-looking IT environment. We are looking for a Domain Delivery Lead within the General Directorate of the Immigration Office. You will have the opportunity to federate several agile teams around a common vision, to manage the development of strategic business applications and to actively contribute to the development of their autonomy, their expertise and their ability to deliver value. You will join a fast-paced environment full of challenges, opportunities and opportunities for impact. In this context of transformation, new ideas, creativity and the ability to think outside the box are particularly appreciated. You will have real room to propose new approaches, challenge existing practices and help shape the working methods, processes and solutions of tomorrow. This role is for someone who likes to build, develop and federate, rather than simply managing what already exists. You will be required to collaborate with multidisciplinary teams and various stakeholders, to solve complex challenges and to transform an ambitious vision into concrete results. Join a transformation that is being built today and contribute directly to shaping the Immigration Office of tomorrow. Description of tasks Within the eMigration program, you act as a project manager and domain lead: you lead through influence, clarity of vision and trust rather than control. You are at the service of the teams to enable them to deliver value to the business. Your range of responsibilities includes:
• Federate several agile teams (squads) around a common vision and objectives, and ensure alignment between business and team priorities;
• Create the conditions for autonomy: set a clear framework, leave decisions as close as possible to the teams and support their growth in maturity (servant leadership);
• Develop the overall plan with the teams, coordinate dependencies between them and arbitrate priorities in a transparent way;
• Animate the rituals of the field (inter-team synchronizations, reviews, retrospectives) and promote the sharing of good practices and learnings;
• Identify and remove obstacles that hold teams back, facilitating collaboration with other teams, business and IT;
• Coach and develop people, give and receive feedback, and maintain a culture of trust, transparency and continuous improvement;
• Manage project change requests in consultation with stakeholders;
• Regularly report on the progress of the project to the relevant authorities, with transparency on risks and difficulties;
• Properly escalate, and in a timely manner, significant changes or issues that exceed acceptable tolerance thresholds;
• Follow up with suppliers by involving them as true partners;
• Budget management. Desired profile Key Competencies
• Popularization and communication of influence: ability to translate complex IT concepts into a simple and accessible business language;
• Strategic alignment and translation: ability to take ownership of the political vision and business needs to transform them into an operational roadmap and clear priorities for delivery;
• Servant leadership: the ability to guide, inspire and empower teams (squads), while removing administrative or organizational barriers;
• Stakeholder management: ability to navigate a complex public ecosystem (firms, general management, external partners) and to reconcile sometimes divergent interests. Required experience
• Business-IT interface: strong experience in a bridge role (e.g. Senior Product Owner, Business Relationship Manager or Program Director) where non-technical communication was a key success factor;
• Management of multidisciplinary teams: experience in leading large teams divided into several autonomous teams or squads;
• Budget and capacity management: Experience in allocating resources and managing budgets within public budget envelopes.
• Experience in project management in the public sector: Proven experience in leading complex projects or digital transformation initiatives within a government or public body.
• Ability to understand institutional dynamics, anticipate stakeholder concerns and manage conflicting priorities in a politically sensitive environment, while maintaining neutrality and a strong focus on achieving objectives. Profile and experience
• You have at least 10 years of experience in a similar position, with proven experience in coordinating and leading several teams.
• You are proficient in agile and iterative working methods applied to IT projects, as well as their implementation in complex environments.
• You have a solid knowledge of project management methodologies and governance and delivery practices.
• You have significant experience in leading large-scale IT projects involving multiple stakeholders and cross-functional dependencies.
• You have proven experience in business process reengineering and optimization.
• You master the principles and challenges of change management, particularly in the context of organizational and digital transformations.
• You have knowledge of application management and understand the challenges related to their lifecycle, maintenance and evolution. Skills and Abilities
• You are able to structure, plan and prioritize activities according to strategic objectives, business needs and delivery capabilities.
• You have excellent analytical, synthesizing, and problem-solving skills, and are able to identify risks, dependencies, and levers for improvement.
• You are able to coordinate multiple teams and foster effective collaboration between IT teams, business stakeholders, and other relevant stakeholders. Human qualities and leadership (soft skills)
• Beyond expertise, it is the way you work with others that will make the difference in this role:
• You know how to influence and mobilise without resorting to hierarchical authority;
• You have excellent communication and active listening skills, and you adapt your message to each interlocutor (teams, business, management, suppliers);
• You show empathy and emotional intelligence, and you know how to create a climate of psychological safety in which everyone dares to express themselves;
• You manage tensions and conflicts diplomatically, and you know how to negotiate solutions acceptable to all;
• You are a facilitator and a coach: you help teams and individuals to progress;
• You remain calm, resilient, and solution-oriented under pressure, and you are open to adaptation and continuous learning;
• You act with integrity and transparency, and you lead by example. Languages You are Dutch or French-speaking, with a good knowledge of English. Technical description Domain Delivery Lead
