The Role The Programme Management Officer (PMO) is the operational engine, ensuring that governance, planning, reporting, risks, finances, benefits and dependencies are consistently managed across the programme. The PMO enables the Programme Manager to focus on strategic decisions, sponsors and delivery outcomes by keeping controlled, transparent and predictable. The role coordinates across Cloud Migrations, Technology Cloud Foundations, Cloud Risk & Resilience, Non-Technology Foundations (People, Process and FinOps), Strategic Cloud Use Cases, and Partnership Governance including the Microsoft relationship. In a mature structure, the PMO acts as the programme’s Chief Operating Officer: creating transparency, maintaining control mechanisms, providing decision-quality facts and ensuring agreed actions are followed through.

Key Responsibilities

• ·Governance management: manage the Portfolio SteerCo, Strategic SteerCo and Factory SteerCos; maintain the governance calendar and reporting cadence; prepare decision-ready materials; record decisions and drive action and escalation follow-up.
• Integrated planning: own the single consolidated roadmap, coordinate milestones across factories and streams, identify the critical path, and surface delivery conflicts, resource bottlenecks and cross-stream dependencies.
• RAID management: own the programme RAID and decision processes; consolidate risks, assumptions, issues, dependencies and decisions; ensure mitigations have accountable owners and target dates; and produce management views of programme health.
• Status reporting: produce monthly and quarterly programme reporting, consolidate stream updates and delivery metrics, prepare ExCo, CIO, SteerCo and sponsor materials, and challenge weak or inconsistent evidence.
• Financial management: consolidate budgets, forecasts and actuals; monitor funding consumption; coordinate planning cycles; support investment reporting; and identify funding gaps and resourcing risks.
• End-to-end cloud programme business case: lead the development, consolidation and maintenance of the business case across migrations, technology and non-technology foundations, risk reduction, strategic use cases and partnerships. Translate the programme roadmap into investment requirements, implementation costs, run-cost impacts, benefits, savings, risk-reduction outcomes and measurable value; coordinate assumptions and inputs with Finance, FinOps, initiative owners and sponsors; perform scenario and sensitivity analysis; document dependencies and uncertainties; and keep the business case aligned with forecasts, delivery progress and governance decisions.
• Benefits and value tracking: monitor migration progress, cloud adoption, risk reduction, cost savings and business benefits, and support transparent value-realisation reporting.
• Dependency and stakeholder coordination: act as the coordination point between the Programme Manager, Epic Delivery Owners, Product Owners, Solution Architects, Change Managers, Finance/FinOps, Risk & Compliance, Microsoft and strategic partners.
• Delivery assurance: perform delivery health checks, validate plans and evidence, challenge status and dates, and ensure corrective actions are owned and completed.
• Audit and regulatory readiness: coordinate evidence collection and traceability for Internal Audit, NBB, DORA-related and other assurance reviews.
• Microsoft partnership tracking: maintain visibility of commitments, actions, dependencies and joint initiatives within the strategic Microsoft relationship. Required Experience
• Minimum 8 years of experience in programme management, PMO, portfolio governance or transformation delivery within a large, complex organisation.
• Proven ownership of integrated programme planning, governance calendars, RAID processes, executive reporting and cross-stream dependency management.
• Strong financial-management experience covering budgets, forecasts, actuals, investment reporting, funding gaps and resource risks.
• Proven experience developing and maintaining end-to-end business cases for large technology or cloud programmes, including investment modelling, total-cost-of-ownership and run-cost analysis, benefits quantification, value-realisation planning, scenario and sensitivity analysis, and the clear documentation of assumptions, dependencies and risks.
• Demonstrated ability to produce concise, decision-ready reporting for senior executives, sponsors and steering committees and to challenge status where evidence is incomplete or inconsistent.
• Experience tracking benefits and value realisation across a multi-year transformation portfolio.
• Strong stakeholder coordination across technology delivery, architecture, security, risk, compliance, finance, change and external partners.
• Experience in financial services, financial market infrastructure or another regulated and operationally critical environment. Preferred Experience
• Experience supporting cloud transformation programmes spanning migrations, technology foundations, operational readiness, risk reduction, FinOps and organisational change.
• Familiarity with Microsoft Azure and governance of strategic hyperscaler or technology-partner relationships.
• Experience coordinating audit, regulatory or assurance evidence, including NBB or DORA-related reviews.
• Experience with portfolio dashboards, PPM tooling and data-driven delivery assurance.
• Working proficiency in French or Dutch in addition to fluent English. Certifications The following certifications are valued but not mandatory; relevant experience and evidence of programme-controlof leadership remain the primary criteriacriteria:
• Programme and project delivery: MSP, PMP, PRINCE2 Practitioner or equivalent.
• Portfolio and governance: MoP, P3O or equivalent portfolio/PMO qualification.
• Agile delivery: SAFe, Scrum, Kanban or equivalent scaled-delivery certification.
• Cloud: Microsoft Azure fundamentals or higher-level cloud certification is advantageous.
