Humanity & Inclusion, also known as Handicap International (HI), is an independent and impartial aid organisation working in situations of poverty and exclusion, conflict, and disaster. We work alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions, and promote respect for their dignity and fundamental rights.

HI is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of 8 associations in Europe and North America that mobilise resources and raise awareness about HI action. HI is engaged in advocacy in several sectors (development, humanitarian action, and protection of civilians), always building its messages on its own operational experience and expertise.

The Advocacy Officer is part of the Advocacy and Institutional Relations team (AIR) at Humanity & Inclusion Federation. This team carries messages to policy-makers, either directly or through networks, to influence decisions and obtain changes in policies or laws.

You will work under the supervision of the Disarmament and Protection of Civilians Advocacy Manager, and in a team composed of 11 people based in different locations: Paris, Brussels, Munich, and Geneva. You will also work with other internal and external project stakeholders.

Main Missions & Responsibilities

Under the supervision of the Disarmament and Protection of Civilians Advocacy Manager, you will be expected to provide support and guidance on specific subjects to the advocacy team in implementing activities to achieve policy change on disarmament-related topics. Your main missions relate to the following priorities:

  • Support a people-centered approach to victim assistance (VA) and disarmament policies by coordinating HI's contributions to policy discussions on humanitarian disarmament and victims' rights and engaging with donors, affected states, and key stakeholders to encourage policy improvements.
  • Advocate for survivor participation in advocacy efforts, including international conferences and policy discussions.
  • Monitor developments related to banned weapons and humanitarian disarmament, providing policy recommendations and updates to internal and external stakeholders.
  • Develop advocacy materials on VA and disarmament, share information through public campaigns, and contribute to media and organisational communications.
Key Tasks And Responsibilities
  • Policy Engagement and Advocacy
    Engaging with policymakers, stakeholders, and survivors to shape policies and advocate for humanitarian disarmament and victim assistance.
  • Participate in policy dialogues and working groups.
  • Prepare policy briefs and advocacy materials.
  • Organise meetings, roundtables, and forums for policy engagement.
  • Identify and support survivors' participation in policy-making processes.
  • Search for opportunities for survivor participation.
  • Coordinate with different stakeholders to promote survivor participation.
  • Analysis and Reporting
    Monitoring global disarmament developments and providing informed recommendations for action.
  • Track developments related to banned weapons, landmines, and disarmament treaties.
  • Monitor compliance with international disarmament agreements.
  • Prepare regular policy reports and briefs for internal and external stakeholders.
  • Provide timely analysis and recommendations to internal and external parties.
  • Public Communication and Outreach
    Raising public awareness and creating campaigns to communicate the importance of victim assistance and disarmament.
  • Develop advocacy materials such as fact sheets, reports, and social media content.
  • Collaborate with media teams to craft public messaging.
  • Write articles, op-eds, and blog posts.
  • Contribute to organisational communications to ensure effective messaging.
  • Support in institutional fundraising and reporting for advocacy.
  • Provide support to fundraising opportunities by researching funding opportunities and developing project proposals.
  • Prepare briefings, talking points, and presentations for donor interactions.
  • Develop high-quality donor reports, showcasing progress and results.
  • Ensure timely submission of reports and required documentation.
  • Follow up on disarmament advocacy budget.
  • Engagement with other stakeholders in the HI movement
    Ensure disarmament advocacy is embedded into the work of other concerned stakeholders within the HI movement and effectively shared with other team members.
  • Organise internal meetings and ensure strong collaboration with different internal departments.
  • Prepare and disseminate documents internally and externally.
  • Provide support to internal processes, strategic reviews, etc.
Requirements

MINIMUM QUALIFICATIONS AND SKILLS
  • University Degree in political science, international relations, economics, law, or a related field.
  • Experience in policy and advocacy between 2 to 5 years, working with governmental bodies, NGOs, and international organizations.
  • Knowledge of disarmament treaties, political declarations, and victim assistance frameworks (e.g., Mine Ban Treaty, Convention on Cluster Munitions, Political Declaration on Explosive Weapons) is desirable.
  • Experience in monitoring global disarmament developments and providing comprehensive policy analyses is desirable.
  • Understanding of parliamentary processes and international diplomacy.
  • Excellent coordination skills.
  • Solid experience and knowledge in humanitarian initiatives and the protection of civilians.
  • Excellent written and spoken English; a good command of French is desirable.
  • Excellent writing skills and the ability to translate complex political narratives into simple content.
  • Very good IT skills - MS Office applications (Excel, Word, and PowerPoint) and very good knowledge of social media.
  • Excellent communication and interpersonal abilities.

  • Capacity to work independently with minimal supervision, but also able to function well within a team.

  • Proficiency in creating project plans and timelines.
  • Capacity to collaborate effectively in a team and with external stakeholders.
