Head, Policy Planning Unit – NATO Position: Head of the Policy Planning Unit (PPU) Location: Brussels, Belgium Schedule: Full‑time Salary: €10,742.69 (annual) – NATO Grade G22 Application deadline: 23‑Nov‑2025, 5:59 PM Contract: Definite 3‑year, renewable up to 3 years (maximum 6 years). Seconded staff will receive a similar 3‑year contract. Job Overview The Head of the PPU leads policy and strategic planning in the Office of the Secretary General (OSG) and is responsible for strategic anticipation for NATO senior management. The role facilitates reviews of strategic policy issues, provides policy advice, and contributes to public messaging, including speeches and other publications for the Secretary General. Key Responsibilities Lead cross‑divisional policy development and coordinate preparation of proposals and initiatives for senior management review. Drive strategic anticipation and foresight work on emerging policy issues. Advise the Secretary General, the OSG, and NATO senior management on policy, strategy and political messaging. Prepare speeches and public products for the Secretary General. Build and maintain links with Allied and partner governments, think tanks, academic institutions and NGOs to ensure a broad range of expertise informs policy deliberations. Ensure effective stakeholder, knowledge and project management, and lead organisation‑wide change initiatives where relevant. Provide inclusive leadership and develop the skills of the PPU team. Travel frequently and work beyond standard office hours as required. Key Challenges (next 2‑3 years) Prepare NATO’s policy agenda for review at Summit meetings. Lay groundwork for future policy guidance and adaptation to the changing security environment. Drive the Alliance’s capacity to anticipate and respond to emerging threats. Qualifications and Experience University degree in a relevant field. At least 10 years of progressively responsible experience in policy analysis related to international security, defence, and foreign affairs. At least 5 years of team‑management and coordination experience. In‑depth knowledge of NATO and its strategic priorities. Strong analytical, communication, and public‑speaking skills. Advanced proficiency in English or French (V in one, III in the other). Desirable Experience in policy planning or speechwriting for senior officials. Experience in multilateral environments and working with multicultural stakeholders. Higher degree focused on strategic policy research. Quantitative and qualitative research expertise. Selection Process Applicants are required to submit a 1‑page Microsoft Word essay addressing the key challenges listed above. The essay will be part of the long‑listing assessment.
