1. SUMMARY

  • The Defence Investment (DI) Division is responsible for facilitating the development and adoption of cuttingedge, innovative and interoperable capabilities, critical to ensuring the Alliance's ability to undertake the full spectrum of missions and operations.

Key lines of effort include:
- leading the development of major complex capability programmes in the land, maritime, air and space domains - including Command and Control (C2), Joint Intelligence Surveillance and Reconnaissance (JISR) and other critical Consultation, Command & Control (C3) capabilities - and in doing so addressing all policy, political-military, technical and practical aspects; pursuing interoperability through prioritised standardisation efforts, developing with Allies new approaches to operational challenges, supported by a commitment to operational experimentation and innovation; maintaining the Alliance's technological edge through exploring and driving adoption of emerging and disruptive technologies, with a particular focus on autonomous systems; facilitating multinational cooperation in capability development through a series of specific initiatives tackling critical capability requirements; understanding, adapting to, and pro-actively addressing climate change; informing and responding to the Alliance's evolving capability needs through the NATO Defence Planning; providing oversight to NATO Agencies involved in capability development and delivery (in particular NATO Communication and Information Agency and NATO Support and Procurement Agency) working with a range of key stakeholders within NATO including the Strategic Commands and externally with NATO Partners and relevant international and regional organisations including the EU, as well as with industry and academiaThe NATO HQ C3 Staff (NHQC3S) is an integrated staff composed of members of the International Military Staff (IMS) and International Staff (IS) responsible for analysis, advice, and actionable recommendations to Nations and NATO bodies that will lead to the delivery of C3 capabilities and C3 support to other related systems. Led by the Director NHQC3S, the staff supports different NATO committees and in particular, the Military Committee, the C3 Board and the Cyber Defence Committee. It functionally operates under the coordinated executive management authority of the Director General of the IMS and the Assistant Secretary General for Defence Investment.


The NHQC3S Policy, Capability and Architecture Branch (PCA) acts as the lead branch for C3 Governance including Digitalization of NATO.

This includes development of C3 strategies and policies, coordination of expert advice across the entire common funded capability life cycle in the C3 planning domain.

In addition, PCA supports the work of the C3 Board substructure's capability panels and teams in order to coordinate their efforts and programmes of work.


  • One of NATO's priorities is to address the challenges and embrace the opportunities of the Digital Age. Myriads of interconnected sensors and effectors, masses of data, advanced analytics and artificial intelligence will characterise NATO political and military environment. Therefore, the Digital Transformation of NATO becomes imperative to maintain strategic advantage, achieve multidomain operations, optimise effects and preserve C2 superiority.
The Digital Transformation Officer leads the PCA activities in support of NATO Digital Transformation. S/he drives NHQC3S contribution to NATO's digital goals.

S/he works closely with a broad range of stakeholders to ensure a coherent approach across the people, process and technology dimensions.

The Digital Transformation Officer facilitates and supports the work of relevant NATO committees, clarifies strategic intentions, identifies Alliance's outcomes, explores implications, impacts and risks, and addresses stakeholders' questions.

S/he creates deliverables for Allies that support organizational changes and investments in modern and disruptive technologies (Cloud Computing, Artificial Intelligence, ).


2. QUALIFICATIONS AND
EXPERIENCE

The incumbent must possess:
- a Master's degree in communications, electronics, network engineering, information technology or business from an institute of recognized standing, or equivalent level of qualification; at least 5 years of business, military or Information and Communications Technologies (ICT) experience with a direct responsibility for strategy formulation and/or translation into action plans, business/military analytics, and programme management; experience in developing and monitoring delivery of efficient and effective solutions to diverse and complex business/military problems in a multi-national or international setting; strong analytical and conceptual skills; ability to create original concepts and theories for a variety of projects; very good leadership and interpersonal s
