Expert Product Owner - Brussels - EU Public Organisations

1. CONTEXT/INTRODUCTION


The Shared Resource Directorate attached to the Directorate General for Mobility and Transport and the Directorate General for Energy manage a large portfolio of IT projects and systems in multiple domains, from specific policy management to financial, budgetary, administrative and reporting tools.

Our customers are internal users as well as air, transport, energy industry or national transport/energy authorities in Member States.

Several of these policies are supported by Information Systems, which are developed, tested and maintained under the supervision of the unit "SRD.- Information management and systems", part of the Shared Resource Directorate of the above-mentioned Directorates-General.

In this context, the need for an Expert Product Owner (EPO) has been identified. The solution assignment may change over time, according to the portfolio/project/service needs.

2. DESCRIPTION OF THE TASKS
The following tasks will be performed by external service provider:

  • Work within the agile process and be the final authority for decisions regarding priority, business value, and functionality for all the work done by the agile development team.
  • Create, maintain, prioritize, and sequence the product backlog based on business value or return of investment.
  • Manage work packages that the responsibility's has been delegated to the External service Provider.
  • Create user stories and acceptance tests from themes and features granular enough for a single sprint/iteration.
  • When there are Business Analysts allocated to the project, supervise their tasks and deliverables.
  • Be the liaison between business & development teams.
  • Build an indepth knowledge of goals and desired objectives of the project.
  • Interact and validate requirements with the business/policy unit.
  • Propose solutions by combining IT tools and business process refactoring or improvements based on an indepth understanding of a specific business domain.
  • Analyse and document Business requirements.
  • Produce Business process analysis.
  • Lead the decisionmaking process related to user stories scheduling into sprints/iterations (roadmap preparation).
  • Together with the Project Manager, prepare and maintain the project and release plans, provide regular and accurate reports.
  • Participate to retrospectives, reviews, and other Scrumrelated meetings and ceremonies.
  • Review deliverable and demonstrable product version/software functionalities after every sprint/iteration.
  • Organize live demonstrations of the product at the end of the sprint/iteration.
  • Facilitate the acceptance of the product by the business owner.
  • Develop and maintain standards for testing.
  • Writing User Manuals, Documentation and Wikis.
  • Provide progress reporting.
  • Assist with internal and external communication by improving of transparency and dissemination of information.
  • Assist with prioritization and resolution of defects / bugs.
  • Risk analysis.
  • Take part or, when required, lead the definition of Business cases, Vision documents, Project Charters, Security Plans and Support's FAQ.
  • Support in transitioning from Project to Operations.

3. LEVEL OF EDUCATION


As stated in the Article of DIGIT-TM II Service requirements, a minimum educational qualification for lot 3 is: Level of education corresponding to Level 7 of the European Qualification Framework which typically corresponds to a master's level or 5 years of higher education.


4. KNOWLEDGE AND SKILLS
Following skills and knowledge are required for the performance of the above listed tasks:

  • Strong capacity in preparing and writing business analysis.
  • Capability to speak to business and technical audiences.
  • Strong capacity to give highlevel presentations.
  • Strong capacity to write clear and structured technical documents.
  • Excellent critical thinker, by using logic and reasoning to identify strengths and weaknesses of alternative solutions.
  • Rapid selfstarting capability.
  • Excellent interpersonal and communication skills.
  • Ability to present ideas and opinions with strong confidence.
  • Ability to work with a degree of autonomy and be an excellent team player.
  • Experience working with EU legislations and extracting requirements from legal documents is an asset.
  • Strong capacity to build an indepth knowledge of goals and desired objectives of the project.
  • Ability to perform Product Decompositions.
  • Ability to produce high level estimations of the work to be achieved.
  • Ability to organise workshops with many participants and collect feedback.
  • Excellent knowledge broker.
  • Capability to assign and supervise tasks to Business Analysts.
  • Strong capacity to make businesspriority decisions in projects in view of feedback collected from the Business unit and other stakeholders.
  • Capability of integration in an international/multicultural environment, rapid selfstarting
