Bij het agentschap Digitaal Vlaanderen gaan we op zoek naar een **Product Owner Expert **ter versterking van onze afdeling Dataoplossingen binnen het team Datamanagement, voor de opdracht DataPublicatie.

**Waar kom je terecht?**
Als Product Owner Expert komt je terecht in de afdeling **Dataoplossingen **binnen de dienst **Datamanagement. **De productgroep Datamanagement staat in voor de producten 'Informatiecatalogus', DataPublicatie' en 'Recht Van Voorkoop'.
We zijn op zoek naar een enthousiaste Product Owner die verantwoordelijk is voor het product **DataPublicatie, **de dienstverlening voor het publiceren van datasets voor partners **.**
**_Wat is DataPublicatie? _**
DataPublicatie brengt digitale informatie die beheerd wordt door overheidsinstanties naar de gebruiker via de distributievormen (zoals downloadpakketten en services) en publicatiekanalen (zoals de catalogus, downloadtoepassing, Geopunt, Vlaams Open data portaal en Datavindplaats) van Digitaal Vlaanderen.
De dienstverlening van DataPublicatie bouwt verder op de centrale informatievoorzieningen (metadata-zoekdienst, downloadtoepassing, geografische webdiensten, Geopunt, Vlaams Open dataportaal en Datavindplaats).
DataPublicatie is een dienstverlening van Digitaal Vlaanderen voor Vlaamse overheidsinstanties (van de Vlaamse overheid, van lokale Vlaamse overheden, Vlaamse instellingen met publieke taak en milieu-instanties).
Kortom, DataPublicatie ontzorgt partners bij de ontwikkeling en publicatie van duurzame en kwaliteitsvolle dataproducten.
**Profil**:
Je hebt een aantoonbare ervaring als product owner en hebt ervaring met het nemen van een end-to-end verantwoordelijkheid op productniveau, het uitwerken en mee laten evolueren van inhoudelijke visies en inzichten, het opbouwen/onderhouden van het stakeholdernetwerk.
Het definiëren van eisen, analyseren van bedrijfsprocessen, procesverbetering en re-engineering zijn voor jou niet ongekend.
Je heb ervaring met complexere opdrachten, met een diversiteit aan stakeholders, doelgroepen en hun (soms tegengestelde) behoeften.
Ook het leiden van werkgroepen en het leiden van diverse projecten schrikken jou niet af.
**Diploma**
Je hebt minstens een opleiding genoten op bachelorniveau. Bij voorkeur in een ICT-gelateerde richting. Uiteraard ben je ook welkom zonder dit diploma maar met aantoonbare relevante werkervaring.
**Vaktechnische competenties**
- Ervaring in (geo)data-management specialisatie is een groot pluspunt. Begrippen in het geografische en Open data domein zijn je niet vreemd.
- Je bent analytisch en benadert een vraagstuk vanuit verschillende invalshoeken. Je analyse draagt bij aan een heldere doorstroming en implementatie. Ervaring in Analyse (high level, business en functioneel) is dus een toegevoegde waarde.
- Je legt verbanden en trekt logische conclusies op basis van de beschikbare gegevens om beslissingen te faciliteren en oplossingen uit te denken.
- Je communiceert met verschillende doelgroepen op een professionele, eerlijke en open manier.
- Je bent klantgericht, staat open voor (nieuwe) behoeften van de belanghebbenden en je kan hierop creatief anticiperen.
- Ervaring in Projectmanagement is een toegevoegde waarde.
**Persoonsgebonden competenties**
- Je bent een enthousiaste, flexibele teamspeler die de samenwerking binnen de entiteit, werkgroepen en of projectgroepen kan stimuleren en motiveren.
- Je hebt een duidelijke visie en kan die ook uitdragen. Je durft de nodige beslissingen te nemen.
- Je hebt een verbindende doch heldere communicatie waardoor je een team kan aansturen en een duidelijke richting geven.
- Je handelt proactief en in het belang van de organisatie en bent een betrouwbare partner voor collega's, stakeholders en opdrachtgevers.
- Je bent een teamplayer, met de nodige assertiviteit om input te weerleggen in functie van de project doelstelling.
- Je werkt gericht en actief om de vastgelegde doelstellingen binnen de projectwerking te behalen en neemt hierin de nodige initiatieven. Je bent ondernemend, flexibel en wat een ander een probleem noemt, zie jij als uitdaging.
- Leren op de werkvloer is voor jou een evidentie.
- Je bezit de nodige skills om onderhandelingen en afspraken met derden gunstig en vlot te laten verlopen.
Bij het nemen van acties, hou je altijd de oplevering van het project in je achterhoofd.
Het behalen van een resultaat is belangrijk, je blijft ervoor gaan en neemt de nodige initiatieven om de project doelstelling te bekomen.
