Je gaat bij parking.brussels aan de slag als data manager, voor de ontwikkeling van gegevens
- en informatiebeheer en de ondersteuning van de digitale evolutie van het bedrijf. Je hoofdtaak zal er daarom in bestaan een nieuwe afdeling voor gegevensbeheer op te zetten en te leiden, waarbij je verantwoordelijk bent voor (het verder uitbouwen van) het parkeerobservatorium, dat momenteel is ondergebracht bij de afdeling Onderzoek & Planning.

VERANTWOORDELIJKHEDEN & TAKEN (NIET-EXHAUSTIEVE LIJST):

- Het parkeerobservatorium, dat momenteel uit 3 personen bestaat, aansturen en uitbouwen tot een nieuwe afdeling die gespecialiseerd is in gegevensbeheer;
- Alle behoeften in kaart brengen van interne en externe klanten van parking.brussels, op het vlak van gebruik en beschikbaarheid van cijfergegevens en informatie met geografische plaatsbepaling;
- Data management benaderen vanuit een invalshoek van gegevensbeheer, met het oog op continue en coherente feedback aan de bestuursorganen, en door de vakgebieden te responsabiliseren die bijdragen aan dit doel en deze uitdaging;
- Werken aan de samenstelling van één enkel referentiekader voor parking.brussels. Daarbij zal je met name ook ondersteuning bieden bij de voortdurende ontwikkeling (IT) van een datawarehouse-oplossing;
- Toezien op de productie, monitoring en verstrekking van gegevens met geografische plaatsbepaling (geodata);
- De verwerking van bedrijfsgegevens organiseren en automatiseren (lokalisatie, verzameling, extractie, integratie, tests, kwaliteitscontroles, consolidatie, verrijking, opstellen van indicatoren, enz.);
- De processen voor gegevensverstrekking end-to-end documenteren;
- De risico's in verband met de betrokken processen in kaart brengen en beheren, en het gegevensbeheer afstemmen op risicobeperking en op een kwaliteitsaanpak;
- Erop toezien dat de betrokken processen voldoen aan de AVG-vereisten;
- Het contact met de klant ondersteunen en versterken bij de verstrekking van cijfergegevens (haalbaarheidsanalyses, SLA's, enz.);
- De bovenstaande taken organiseren volgens de richtlijnen in de beheersovereenkomst van parking.brussels, en daarbij gebruik maken van de recente input van de gegevensaudit en het bedrijfsplan.
- Parking.brussels vertegenwoordigen in je vakgebied bij verschillende werkgroepen, comités, platformen, vergaderingen...

**Profiel**:
OPLEIDING:
Je hebt een diploma burgerlijk ingenieur of een master in data management / data science, informatica, statistiek of exacte wetenschappen. Je hebt een master in bedrijfsbeheer of managementwetenschappen, en een aanvullend diploma in data management / data science.

TECHNISCHE VAARDIGHEDEN:

- Je hebt aantoonbare professionele ervaring op het gebied van data (ten minste 5 jaar) en het beheer van teams en projecten;
- Je hebt ervaring met gegevensbeheer op grote schaal, uit meerdere en gecorreleerde bronnen;
- Je bent vertrouwd met conceptuele modellering van gegevens en bedrijfsprocessen;
- Je hebt een goede beheersing van de methoden en principes van statistische analyse en hebt kennis van BI-reportingtools;
- Je beschikt over voldoende technische kennis om te communiceren met alle vaardigheidsprofielen die te maken hebben met de datasector (data analyst, data scientist, GIS-expert, geomaticus, data engineer, data architect, etc.). Met die achtergrond ben je in staat om het geheel of een deel van die profielen te ondersteunen, te adviseren en aan te werven;
- Je hebt een goede kennis van de regelgeving inzake gegevensbescherming;
- Je hebt een begrip van GIS, idealiter met open source software;
- Deskundigheid op het gebied van parkeren of mobiliteit, bij uitstek in het Brussels Hoofdstedelijk Gewest, of een certificaat van mobiliteitsadviseur (type CeMa) zijn troeven;
- Je hebt uitstekende mondelinge en schriftelijke communicatievaardigheden, je hebt een luisterend oor en pedagogisch inzicht;
- Je bent in staat een bestek op te maken en een openbare aanbestedingsprocedure uit te voeren;
- Je hebt op zijn minst een passieve kennis van de andere landstaal (FR of NL), evenals van het Engels.
