1. SUMMARY
The Emerging Security Challenges ( ESC ) Division provides a coordinated approach for NATO to the emerging security challenges of the 21st Century.
The Division also promotes security cooperation on these challenges through a variety of programmes in NATO, with Partner nations, and with other International Organisations.
The Innovation Unit at NATO Headquarters is responsible for driving forward innovation, helping to ensure that the Alliance understands the policy and practical implications—both opportunities and risks—of emerging and disruptive technologies.
The Unit helps identify innovation priorities to pursue to foster the adoption of emerging and disruptive technologies and protect the Alliance from risks posed in this space.
The Unit contributes to eliminating barriers to innovation, whether these are policy or process-related constraints.
The Unit plays a key role in the establishment and development of the NATO Innovation Fund and in support of the NATO Defence Innovation Accelerator for the North Atlantic (DIANA).
- The Unit coordinates and seeks maximum synergies with other entities playing leading roles in innovation
Key entities include:
national administrations and innovation bodies in Allied countries; private sector (start-ups; risk capital; and established tech companies); academia; and other NATO entities playing leading roles in innovation such as the Conference of National Armaments Directors/Defence Investment Division, Allied Command Transformation, and the NATO Science and Technology Organization.
- The Innovation Officer will support the Unit Head in the effort of implementing the work of the Innovation Unit.
In particular, s/he will be asked to:
- Seek out new technology, trends, and innovation opportunities, carrying a bias for action to drive forward NATO's innovation agenda;
- Focus on the strategic policy implications especially for one of: biotechnology; novel materials and advanced manufacturing; or energy and propulsion.
- Grow NATO's innovation network across a diverse ecosystem;
- Negotiate with key stakeholders;
- Coordinate the delivery of the NATO Coherent Implementation Strategy on Emerging and Disruptive Technologies (the "EDT Strategy");
- Provide staff support as secretariat to NATO's Innovation Board;
- Act as a key conduit between NATO and NATO's external Advisory Group on Emerging and Disruptive Technologies;
- Support the relationship between NATO HQ and the NATO Innovation Fund and DIANA;
- Identify synergies between NATO's EDT agenda and other initiatives, including Climate Security and Human Security.
2. QUALIFICATIONS A
ND EXPERIENCE
ESSENTIAL
- The incumbent must:
- have a minimum of 5 years' work experience in fields relevant for this position;
- have experience working with senior executives in an international context;
- have the ability to effectively present to and persuade senior stakeholders;
- demonstrate familiarity with private sector actors—including start-ups, accelerators, and risk capital—and the role of such actors in dealing with innovation at the strategic level;
- be familiar with the strategic issues and security challenges facing the Alliance;
- demonstrate strong knowledge and focus of at least one of NATO's identified Emerging and Disruptive Technologies; and
- possess the following minimum levels of NATO's official languages (English/French): V ("Advanced") in one; II ("Elementary") in the other.
DESIRABLE
- The following would be considered an advantage:
- good understanding and knowledge of the NATO enterprise to assist with the coordination of implementing NATO's EDT Strategy;-
- experience in a similar position, with a focus on defence acquisition or security policy and/or international relations, for a national administration or in an international environment, including working experience with academia, government institutions in NATO Member and partner countries;-
- publications focusing on one or more of NATO's identified Emerging and Disruptive Technologies at the policy and/or technical level;-
- working knowledge of macroeconomics, trade policies and their applicability to defence and security when merged with emerging technologies;-
- understanding of the capital markets and how to create and use financial tools to support innovation efforts.
