Contexte / Mission

Le/la titulaire de la fonction assurera les missions prioritaires suivantes:
Produire et réaliser des documents cartographiques dans le cadre de recherches et de l'enseignement

Développer et mettre en œuvre des stratégies de gestion de données

Diriger l'analyse et le traitement des données, y compris la mise en œuvre d'outils de visualisation de données (tableaux de bord et graphiques)

Il est par ailleurs souhaitable que le ou la titulaire de la fonction fournisse un support technique au niveau software et hardware.

Activités

**Pour le volet Cartographie SIG**:
Interagir avec les collègues et les responsables pour comprendre, suggérer, proposer et réaliser des travaux cartographiques et, au besoin, les adapter ;
Identifier et évaluer les qualités des données disponibles à la réalisation des tâches cartographiques et, au besoin, réaliser des relevés de données, notamment de terrain, pour les actualiser ou les compléter en vue de leur représentation cartographique ;
Traiter les données et traduire leur représentation cartographique en garantissant leur pertinence et les exigences des règles géographiques, juridiques et graphiques, tout en proposant des innovations afin d'améliorer la compréhension et l'aide à la décision ;
Traiter, exploiter et représenter les enjeux et les objectifs des projets à l'aide des outils d'informations géographiques 2D et 3D.

**Pour le volet Data Management**:
Développer un cadre de gouvernance des données, et des processus et des procédures pour maintenir la qualité et l'assurance des données, y compris le nettoyage, la normalisation, la protection, le partage et la diffusion des données, en garantissant la sécurité et la confidentialité.

Superviser le stockage et la récupération des données (y compris la création d'un hub de données).

Support technique à l'utilisation de techniques et outils de reconnaissance et d'analyse de données.

Interface entre les et les services de calcul et d'analyse de données du SMCS (UCLouvain).

Contact avec les fournisseurs de données

La fonction pourra être étendue à la gestion de logiciels et des licences en soutien aux missions d'enseignement et de recherche et à la coordination de l'administrateur numérique.

Qualifications et aptitudes requises

Diplôme de niveau master en sciences géographiques, bio-ingénieur, data science management, informatique de gestion, ingénierie des données ou tout autre master avec expérience probante en rapport avec le poste.

Une formation ou expérience en géomatique appliquée, analyse spatiale, sciences des données, statistiques ou traitement des données sera considérée comme un atout.

**Compétences techniques essentielles**:
Maîtrise des outils informatiques nécessaires aux fonctions du poste (des exemples d'outils sont indiqués comme référence entre parenthèses):

- S.I.G. , ArcGIS et/ou QGIS Gis et de ses extensions tels que Network Analyst, Spatial Analyst, 3D Analyst, Image Analyst, etc.).
- Programmes graphiques , Illustrator, Photoshop, InDesign, etc.).
- Programmes de gestion , Excel, Libre Calc, Access, etc.), d'analyse et traitement des données , Rstudio, Stata, SAS, SPSS, etc.), et de programmation , Jupyter notebook, Matlab, Python, Latex, etc.).
- Logiciel de gestion de bases de données géographiques/geodatabase , ArcSDE, PostGIS, PostgreSQL, MS SQLserver Spatial, etc.).

Connaissance des principes et des outils de conception de bases de données , diagrammes ER et de flux de données ou UML) pour le stockage et l'interopérabilité des données.

Compétences en Interactive data visualisation design, bases de données relationnelles (RDBMS), etc.

**Compétences techniques souhaitables**:
Connaissances sur CityEngine et/ou Urban ArcGIS, ainsi qu'une expérience en matière de Urban Digital Twin (UDT) et Building Information Modeling (BIM).

Administration de portails cartographiques Web, publication de contenu , ArcGIS Enterprise, ArcGIS Online), et personnalisation , Arcade et/ou Javascript).

Connaissance des techniques de collecte et de traitement de données spatiales avec relevés topographiques , scanner laser, photogrammétrie, nuages de points, etc.).
