Who we are supporting


The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners.

The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and

Control Systems:
The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.

  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.


Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.


The program

Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider.

It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.


In order to provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance engaged workforce.

The NCI Agency workforce strategically consists of three major categorises:
NATO International Civilians (NIC)s, Military (Mil) and Interim Workforce Consultants (IWC)s.

The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.


Role Background

  • The Automated Personnel Management System (APMS).
  • The Establishment Review Tool (ERT).
  • The ACO/ACT & Missions Identification System (AMIS).
  • The NATO System for Tracking Entitlements & Privileges (NSTEP).
  • The NATO Installation Access Control System (NIACS).
  • The Integrated Security and In Processing System (ISIPS).
  • The NATO Performance Management System (NPMS)
  • Genpact's Cora SeQuence, an intelligent Business Process Management suite (iBPMS)

Role Duties and Responsibilities

  • Develop and maintain SharePoint site collections and sites as it relates to individual training management and education program.
  • Develop and generate Microsoft SQL database queries, scripts, functions, stored procedures, and jobs in support of the NATOwide HRDS user community, including individual
- training datasets.

  • Develop and administer SQL Reporting Services and Power BI report server (not the Power BI service) static and dynamic reports.
  • Develop and maintain Microsoft PowerShell scripts working with Microsoft SQL server, Microsoft SharePoint 2013/2019 on premise, and Active Directory.
  • Support the HRD Business Support section in the collection of requirements from the user community and the formulation of requirements and specifications in relation to database operations, especially individual training datasets.
  • Conduct regular audits of HRDS workflows, data and accounts to ensure correct usage and conduct, especially as related to individual training management.
  • Design, maintain and update the BPM workflows used to support key core HRDS processes, especially as related to individual training management.
  • Support HRD fielding and acceptance tests, focusing on BPM workflow integration requirements and compliance, especially as related to individual training management.
  • Perform workflow management for the HRDS systems, including backup procedures and integrity checking, especially as related to individual training management.
  • Advise and support the HRD Accounts managers related to BPM workflows roles and permissions.
  • Assist the HRD Application Manager in all their duties as feasible in the context of the offsite support services as described in this SOW.
  • Assist, train and support HRDS Branch in the use and configuration of the BPM workflow software.

Essential Skills and Experience

  • At least two years' experience in the last seven years as a Microsoft SharePoint Site Collection or Site Administrator with at least one year of experience administering SharePoint 2016 or above.
  • At least two years' experience in the last five years as an MS SQL developer or programmer working with MS SQL 2016 or later to develop SQL objects including tables, views, and all forms of programmability objects. Experience must include using SQL Ser
