RWE Offshore Wind is op zoek naar een Senior Development Manager voor de Belgische Offshore Development afdeling, gevestigd in België maar werkzaam voor het Benelux Offshore Development Team.

RWE in de Benelux

Het zijn spannende tijden voor RWE omwille van de vele offshore wind veilingen die de komende jaren gepland staan in de BENELUX, gecombineerd met de bouw van het recent gewonnen offshore windproject "OranjeWind" in Nederland. RWE heeft de ambitie om haar aanwezigheid in de Benelux en in het bijzonder in het Belgische Noordzeegebied verder uit te bouwen middels de deelname aan de toekomstige veilingen voor de bouw van 3 offshore windparken in België met een totaal vermogen van 3.5 GW. En daarvoor zijn we volop bezig met het uitbouwen van een lokaal Belgisch team.

Net zoals in andere Europese landen gelooft RWE sterk in de kracht van de aanwezigheid van een lokaal team als basisingrediënt voor een succesvolle deelname aan offshore veilingen. Dit gecombineerd met de ondersteuning van diverse internationale support afdelingen waarin de nodige expertise aanwezig is.

Dit alles heeft ervoor gezorgd dat RWE de voorbije jaren niet alleen het genoegen heeft gehad meerdere veilingen te winnen maar heeft RWE er steeds zorg voor gedragen dat deze windparken tijdig en binnen budget werden opgeleverd conform de milieutechnische voorschriften.

De functie

De Senior Development Manager Offshore Wind krijgt een sleutelrol binnen de development organisatie. Je rapporteert aan de Project Lead en je stuurt binnen het project een team aan die samen met jou en het management het aanspreekpunt is voor externe stakeholders in het kader van het project waarbij jouw team ageert als tussenpersoon om vragen vanuit het projectteam mee te nemen naar de bevoegde instanties of externe stakeholders.

Je vertaalt de eisen uit de tender naar concrete acties en zorgt er voor dat elke ontwerp voldoet aan de deze voorschriften en richtlijnen. Dit gaat concreet over de vereisten vanuit de tenderregels, de technische voorschriften, het volgen van specifieke task forces binnen Elia en het Belgian Offshore Platform (BOP), alsook opvolgen van relevante wetgevingen en milieuvoorschriften uit de milieuvergunning.

Het is jouw rol om onze offertebeloften naar de uitvoeringsfase te begeleiden, onze specialistenteams te ondersteunen bij het begrijpen en implementeren van onze vergunnings- en wettelijke verplichtingen. Verder richt je je op het verkrijgen van vergunningen tijdens de ontwikkelingsfase, voorafgaand aan de bouw van onze windparken en voor innovaties en dit met behulp van een team

Je hebt een goed technisch inzicht in energiezaken, vergunningsprocedures en het wettelijke kader. Je werkt nauw samen met verschillende experts, waaronder juristen, HSE, ingenieurs, ecologen en ook met consultants, overheden en externe partners. Je bouwt ook langetermijnrelaties uit en ondersteunt verdere strategische en innovatieve projecten.

De Senior Offshore Wind Business Development Manager werkt hoofdzakelijk in Brussel, in een jong en gemotiveerd team en werkt samen met veel internationale collega's. Voor deze functie moet je externe vergaderingen bijwonen en af en toe (internationaal) reizen. Regelmatige verplaatsingen naar het kantoor in Utrecht vormen daar een onderdeel van.

Jouw takenpakket:

  • Als lid van het projectmanagement team, leiding geven aan het vergunningsteam van het project en zorgdragen dat de benodigde vergunningen voor het project worden verkregen en behouden, alsook het maken van de vertaling van deze vergunningen naar de technische vereisten binnen het projectteam.
  • Opzetten en implementeren van een optimale strategie voor de bestaande en toekomstige offshore windprojecten van RWE in België in lijn met de tenderregels
  • Coördineren en beheren van de aan de projectontwikkelingsactiviteiten.
  • Liaison en coördinatie richting de belangrijkste interne en externe projectonderdelen, partners, consultants en contractors.
  • RWE vertegenwoordigen voor offshore gerelateerde topics in task forces van Elia, BOP, CREG.
  • Liaison en coördinatie richting overheid en andere belanghebbenden (bijv. offshore-toezichthouders, netwerkbeheerders, wettelijke adviseurs, relevante zee gebruikers).
  • Indien van toepassing, contact onderhouden met JV-partners.Beheren van de relevante budgetten.
  • Proactief delen van lessons learned en best practices tussen projecten in het bredere portfolio.

Kennis en vaardigheden:

  • Bewezen competenties op het gebied van vergunningsmanagement en projectontwikkeling, goed georganiseerd en in staat om meerdere werkstromen binnen een groot project te managen.
  • Uitstekende vaardigheden op het gebied van people management, waaronder motiverende en ondersteunende vaardigheden.
  • Proactieve houding, verantwoordelijkheid nemen voor zaken, waarbij bedreigingen en kansen actief worden gesignaleerd.
  • Creativiteit in het oplossen van complexe vraagstukken.
  • Enerzijds het vermogen om de verschillende belangen van stakeholders te balanceren, anderzijds het vermogen om belanghebbenden te beïnvloeden en te overtuigen.
  • Zeer gedreven en in staat om met uitdagende deadlines om te gaan.
  • Uitstekende mondelinge en schriftelijke communicatieve vaardigheden (Nederlands en Engels).

Kwalificaties en ervaring:

  • Een masterdiploma (elektrische) engineering, hernieuwbare energie of een gelijkwaardige kwalificatie.
  • Ten minste 8 jaar relevante ervaring op het gebied van vergunningsmanagement of vergelijkebare werkgebieden, bij voorkeur op het vlak van duurzame energie.
  • Kennis van offshore wetgeving op het gebied van technische installaties, milieu, ruimtelijke ordening en van het van toepassing zijnde energiebeleid.
  • Kennis van rapportagemethoden, projectplanning, organisatie en projectmanagement.
  • Bij voorkeur ervaring in de offshore duurzame energie-industrie.
