**Expert Product Owner - Brussels - European Commission**

**DESCRIPTION OF THE TASKS AND THE SCOPE OF COMPETITION**

The following tasks will be performed:

- Works within the agile process and is the final authority for decisions regarding priority, business value, and functionality for all the work done by the agile development tea.
- Typically supervises several business analysts.
- Possesses an in-depth knowledge of goals and desired objectives of the Project.
- Interacts and validates requirements with the business.
- Propose solutions by combining IT tools and business process refactoring or improvements based on an in depth understanding of a specific business domain.
- Creates, maintains, prioritizes and sequences the product backlog based on business value or return of investement.
- Creates user stories and acceptance tests from themes and features granular enough for a single sprint.
- Is involved in the decision making process related to user stories scheduling into sprints.
- Participates in project planning, daily stand-up meetings (SCRUM)
- Participates to retrospectives, sprint and release planning, demos and other Scrumrelated meetings.
- Reviews deliverable and demonstrable product version/software functionalities after every sprint.
- Organizes live demonstration of the product at the end of the sprint.
- Facilitates the acceptance of the product by the business.
- Develops and maintains standards for testing.
- Provides progress reporting.
- Assists with internal and external communication by improving of transparency and dissemination of information.
- Assists with prioritization and resolution of defects/bugs.
- May perform the role of Scrum master.

**LEVEL OF EDUCATION**

Master's degree of 5 years.

Job requirements

**KNOWLEDGE AND SKILLS**
- Capability of integration in an international/multicultural environment, rapid selfstarting capability and experience in working in team.
- Ability to make presentations to Member State Authorities and other stakeholders, excellent Communicator.
- Ability to participate in multilingual meetings.
- Ability to work in multi-cultural environment, on multiple large projects.
- Excellent Team Player.
- Ability to understand, speak and write in English C1.

**SPECIFIC EXPERTISE**

The following specific expertise is mandatory for the performance of tasks:

- Experience with large, enterprise-level multi-user and technologies Information Systems.
- Experience in Agile.
- Good knowledge of agile toolbox (JIRA, Confluence, BigPicture, Gliffy, Balsamiq, etc)
- Good knowledge of Application Management Lifecycle.
- Excellent knowledge of Grants Management (Calls, Submissions, Evaluations, Reporting)
- Due to its specific nature, the SEP project requires advanced technical knowledge.
- Excellent knowledge of Oracle SQL Developer.
- Excellent knowledge of PL/SQL.
- Excellent knowledge of SQL.
- Excellent knowledge of large datastores techniques/good practices, and ETL processes.
- Excellent knowledge of Jasper Reports.
- Excellent knowledge of GIT; JIRA; Confluence.
- Knowledge of Unix/Linux scripts, especially when used in cloud environment.
- Knowledge of Java programming language and Web/REST Services.
- Knowledge of BPMN processes.
