**PROJECT MANAGER POSITION IN BRUSSELS_EUROPEAN COMISSION
We are looking for a highly motivated and experienced IT Project Manager who will provide the required services to the responsible official. He/she will oversee the maintenance and evolution of a data analytics infrastructure using Oracle, SAS, Stata and Anaconda environments, in particular the existing IT platform called “Data Lab”. Thus, ensuring the follow up and coordination, risk management and regular production of reports. The project manager will be responsible for coordinating a team of developers, data scientists, and IT professionals to ensure the successful implementation, maintenance, operations and support of the project and to the end users.

**His/her activities include among others**:

- Management of the Data Lab project as a first priority, and all its components,

including the visual analytics tools, data analytics tools, the data space, the different

platforms such as STATA, R Studio, Anaconda, Power BI, for the optimalisation and life

cycle management.
- Coordination of the project team (and/or supervising the subcontractors’ project

team), the project plan and all the project management procedures. The project

applies Agile methodology (i.e. scrum method).
- Correct delivery of the evolutions and incorporation of new data products according

to users requirements.
- Correct functioning of the existing platform and provision of support services.
- Act as a backup to other functions in the Central Project Team managing the delivery

of parallel projects.
- Manage and follow up a (set of) project(s) in some or all its (their) life cycle

phases (inception, elaboration, construction and transition); during the software

development phase of the plan, to manage and follow up, evaluate and contribute

with his/her proposals in some or all activities (architecture, specifications,

development, tests ).
- Manage the functional and Technical Specifications of Data related projects

with multiple stakeholders such as TAXUD contractors, TAXUD Business Units,

other European Commission services and National Administrations.
- Follow the maintenance and operations of the IT platform ensuring support according

to business expectation.

**Job requirements**
- Experience and capability required.

**Each of the points below is required unless specifically noted as an asset**:

- Experience of at least 7 years in large-scale integration projects, preferably in IT

projects, out of which 4 years specialised experience in Data Analytics projects.
- Experience with Project Management tools (MS Project, Word, Excel and Visio)

is required.
- Experience in managing all life cycle phases of international, distributed IT projects,

which include consultation and coordination of multiple stakeholders and multiple

subcontractors.
- Experience in agile methodology in a flexible way and capacity to manage

expectations and ensure respect of deadlines.
- Experience in progress monitoring and reporting to all levels within the organisation

and involved stakeholders.
- Experience in dealing with technical topics such as software architecture, enterprise

architecture, infrastructure, databases and IT security, with a special note

in understanding Data Analytics architectures.
- Good knowledge of Data Analytics solutions and tools such as SAS, Power BI, R studio,

STATA, Python, etc.
- Experience in international/multicultural environment.
- Experience in managing the design (consultation and coordination with business

stakeholders), technical specifications and testing of distributed IT systems, with

multiple stakeholders.
- Experience in managing the delivery, configuration, integration with other

platforms, migration and rollout into operations of large-scale IT distributed systems

with multiple stakeholders, including transition between operational phases.
- University degree in Computer Science is required.
- Strong organisational, project management and coordination skills with many

international stakeholders is required.
- Proficiency in English
- Good communication skills (adapt the information to the target audience), ability to

present and to animate discussions, rapid self-starting capability and ability to work

autonomously are mandatory.
- Ability to produce presentations, minutes, notes, service level agreements, project

dashboards such as heat maps, status reports, planning schedules, etc. is required.
- Good knowledge of the European Commission standard IT products and technologies

is an asset.
- Good knowledge of ITIL Service management framework is an asset.
