Voor de afdeling Dataoplossingen is Digitaal Vlaanderen op zoek naar een Product Owner Expert voor het team Datamanagement.
Als Product Owner Expert ben je verantwoordelijk voor de inhoudelijke uitvoering van business cases en/of de end-to-end product life cycle. Hierbij verdiep je je en begrijp je voor een specifiek product de exacte vraag, knelpunten, bestaande noden, opportuniteiten en informatiebehoeften van klanten, stakeholders en eindgebruikers.
Je bent verantwoordelijk om zicht te houden op de waarde van het product (inhoudelijk, technisch en functioneel) en detecteert nieuwe productkansen voor de betrokken organisatie en haar partners. Het betreft producten met de nodige complexiteit, afhankelijkheden en interacties.
Als product owner rapporteer je regelmatig de voortgang aan je teamcoach en de programmamanager, signaleer je pro-actief opportuniteiten om de werking te verbeteren en werk je actief mee aan optimalisatieprojecten.
Verder waak je erover dat de uitgaven binnen de afgesproken budgetgrenzen blijven door de forecast van de middelenbehoefte af te toetsen met het voorziene budget en stuurt bij waar nodig.
**Waar kom je terecht?**
Als Product Owner Expert komt je terecht in de afdeling **Dataoplossingen** binnen de dienst **Datamanagement.** De productgroep Datamanagement staat in voor de producten ‘Informatiecatalogus’, DataPublicatie’ en ‘Recht Van Voorkoop’.
**Wat zal je moeten doen?**
Je staat als Product Owner Expert DataPublicatie in voor de ontwikkeling van geografische dataproducten, met inbegrip van het opzetten en sturen van de processen voor het beheer, de controle, de transformatie en de publicatie van de data (zoals hierboven al in detail opgelijst), rekening houdende met de geïnventariseerde behoeften van de partners. Je neemt hier zelf acties, of zorgt dat het team de juiste acties opneemt, zowel voor de nieuwe ontwikkelingen als voor de updates en onderhoud erna.
Hierbij breng je ook de behoeften, de werking en de knelpunten van de business (partners, stakeholders) in kaart voor de ontwikkelopdrachten. Dit doe je door middel van procesanalyse en vertrekkende vanuit een business case, waarbij je de business behoeften vertaalt naar concrete oplossingsvoorstellen en specificaties.
Voor de achterliggende gebruikte toepassingen, maak je een gestructureerde en coherente doorvertaling tussen wat als oplossing gevraagd wordt en hoe dit functioneel vertaald kan worden in een ICT-ontwerp, in overeenstemming met de standaarden, architectuurkeuzen en specificaties van bestaande applicaties binnen de organisatie.
Je staat in voor het functioneel testen en de kwaliteitscontrole van de oplossing en vormt de interface tussen verschillende verantwoordelijken en aanspreekpunten voor de ontwikkeling van een ICT-oplossing.
Je stuurt het functioneel ontwikkelteam aan en coördineert het ontwikkelproces van de projecten die zorgen voor vernieuwing, het up-to-date brengen en houden van deze dienstverlening en alle gebruikte processen en toepassingen. En je bouwt mee aan een gedragen aanpak naar procesmethodologie, procesanalyse, tooling, documentatie en archivering van procesdocumentatie.
**Wie zoeken we?**:
Je hebt een aantoonbare ervaring als product owner en hebt ervaring met het nemen van een end-to-end verantwoordelijkheid op productniveau, het uitwerken en mee laten evolueren van inhoudelijke visies en inzichten, het opbouwen/onderhouden van het stakeholdernetwerk.
Het definiëren van eisen, analyseren van bedrijfsprocessen, procesverbetering en re-engineering zijn voor jou niet ongekend.
Je heb ervaring met complexere opdrachten, met een diversiteit aan stakeholders, doelgroepen en hun (soms tegengestelde) behoeften.
Ook het leiden van werkgroepen en het leiden van diverse projecten schrikken jou niet af.

- Gewenst mínimaal opleidingsniveau: Hoger onderwijs van het korte type, bij voorkeur in een ICT-gerelateerde richting.
- Vaktechnische competenties_
- Ervaring in (geo)data-management specialisatie is een groot pluspunt. Begrippen in het geografische en Open data domein zijn je niet vreemd.
- Je bent analytisch en benadert een vraagstuk vanuit verschillende invalshoeken. Je analyse draagt bij aan een heldere doorstroming en implementatie. Ervaring in Analyse (high level, business en functioneel) is dus een toegevoegde waarde.
- Je legt verbanden en trekt logische conclusies op basis van de beschikbare gegevens om beslissingen te faciliteren en oplossingen uit te denken.
- Je communiceert met verschillende doelgroepen op een professionele, eerlijke en open manier.
- Je bent klantgericht, staat open voor (nieuwe) behoeften van de belanghebbenden en je kan hierop creatief anticiperen.
- Ervaring in Projectmanagement is een toegevoegde waarde.
