Our client is a main provider of software developing services in the transport industry, based in Brussels with offices close to a main railway station.

**Functieomschrijving**:
You will assure delivering IT services by managing and steering a department according to the objectives and priorities policy set-out by the Head Of.
- You will act as a bridge from senior management for translating higher-level strategies and goals into operational plans that drive the teams and as such the delivery of the ICT-projects and tasks towards the business;
- You will create a long-term departmental budget proposal and you will assure the full responsibility as to project
- and program management and service delivery;
- You will safeguard, discuss and report on the set-out budget to the Head Of and the different stakeholders;
- You will safeguard overall planning, budget, current events and quality of the projects and/or services executed within the different teams;
- You will facilitate the set-up of project structures in close cooperation with the major stakeholders, and you will act as escalation level in case of conflicting requests for project capacity and/or service delivery;
- You will assess risks of projects and services in terms of visibility and critical path, you will flag any impediments and you will pro-actively communicate to the Head Of;
- You will safeguard the optimal occupancy in terms of capacity and competencies of the different projects and teams in function of the needs. Hence guaranteeing service delivery and knowledge retention and -transfer at all times;
- You will escalate activities that make up part of other departments, you will make sure all knowledge and means needed are available;
- You will build teams to optimize personal and business performance, you will lead by example towards your teams;
- You will guide, motivate and coach your direct reports in a result driven manner, delegating responsibilities and activating them to achieve their individual and team targets to a maximum;
- You will act as support towards your direct reports when managing more complex situations;
- You will establish a structure of regular individual and team consultations to discuss the goals to achieve, and you will discuss possible issues regarding the organization and personnel management;
- You will create a Workforce Planning to assure continuity of the service delivery of one or more teams, including in
- and out flow or possible transfer of co-workers;
- You will come up and actively encourage others to work with a development track and/or action plan regarding the development and performance of co-workers in close cooperation with your HR Business Partner.
- You will assure the optimal cooperation with and towards the different stakeholders;
- You will safeguard the cooperation of your Team Leads with the business to make sure that all stakeholders are informed throughout of the services delivered by the teams, you will take corrective and mitigations actions when needed;
- You will support the teams if and when needed in contact with the stakeholders;
- You will manage and foster a healthy partnership with all internal and external stakeholders;
- You will pro

- You will actively create awareness related to the overall sense of urgency, the critical path, the strategic importance of projects and/or services for all stakeholders.

**Vereiste ervaring**:

- You have **a Master's degree or you are equivalent through relevant professional experience**;
- You have **at least 10 years of relevant working experience in IT;**:

- You have profound knowledge of **business and processes and evolutions**;
- You have profound knowledge of **IT-platforms, -software and - solutions;**:

- **You have knowledge of financial-, project - and strategic management, you have profound knowledge of People Management**;
- You have a problem solving mindset and you’re stress resilient;
- You are adaptable and flexible in ways of thinking and acting;
- You are driven to set goals, to delegate and to empower people;
- You are decisive, you take ownership and you accept responsibility;
- You have strong communication and listening skills, you have **active knowledge of Dutch, French and English;**
