**1. SUMMARY**
The Defence Investment (DI) Division is responsible for facilitating the development and adoption of cutting-edge, innovative and interoperable capabilities, critical to ensuring the Alliance’s ability to undertake the full spectrum of missions and operations.
The Strategy Directorate is responsible for providing overall coherence of capability deliverables through policies, plans and links with external stakeholders.
To enable NATO Agencies support to delivery and implementation of Alliance strategic objectives, the Assistant Secretary General (ASG) for DI has delegated authority from the Secretary General (SG) to designate Secretary General Liaison Officers (SGLOs) to the Agency Supervisory Boards (ASBs) of the NATO Communications & Information Organisation (NCIO) and the NATO Support and Procurement Organisation (NSPO) as well as to the Steering Committees and Board of Directors of other multinational NATO bodies.
The SGLOs provide guidance and advice to these Allied governance bodies on all matters relating to their Agencies’ support to NATO's strategic goals and objectives, with a focus on supporting and enabling capability development activities. In turn, the SGLOs advise the Secretary General and the International Staff on matters relating to interaction with Agencies and governance bodies.
The O/SGLO supports all SGLOs in their duties. Its core mission is to facilitate enhanced International Staff support to Allied governance over the Agencies. In addition, the O/SGLO also supports DI relations with the NATO Science & Technology Organisation (STO).
Therefore, the incumbent in particular supports the assessment and procedures of the relevant NATO policies, decisions, and other committee (e.g. policy, finance, resource) and staff work for action or awareness by the SGLOs or the Agency governance bodies and Agency’s leadership. The incumbent also supports the implementation of initiatives aimed at supporting regulatory coherence and adaptation of Agency organizational and delivery structures to support NATO core tasks. They advise and prepare the Head of the Office and the SGLOs on their interactions with Agency governance and senior leadership and perform any other duties as directed by Head O/SGLO or Deputy ASG DI.
**2. QUALIFICATIONS AND EXPERIENCE**
**ESSENTIAL**
The incumbent must:
- have a higher education degree from a University of recognised standing in international security, business administration, law or any other relevant field;
- have at least 2 years’ of relevant professional experience;
- have excellent knowledge of NATO's organisational structure and its political-military priorities and a good understanding of the role of NATO Agencies;
- possess previous experience working with multiple and diverse stakeholders;
- have excellent analytical skills;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.
**DESIRABLE**
The following would be considered an advantage:
- a demonstrated ability to build and manage relationships with a diverse set of senior stakeholders;
- a demonstrated experience in relevant project and/or programme management;
- professional experience with defence acquisition and procurement, including in an international context;
- a demonstrated ability to turn ideas and discussions into tangible proposals for consideration and implementation.
**3. MAIN ACCOUNTABILITIES**

Draft clear and concise technical reports, background briefs and speaking notes in one of the official languages of the Organization. Compile information and communicate regular updates on progress, current programmes, projects etc. at Agency governance level. Prepare and support presentations for SGLO and Senior DI Management, as well as for other senior staff using information and research on specific topics related to Agencies and STO governance. Contribute to development and management of O/SGLO repository system.
**Stakeholder Management**
Develop and maintain relationships with Agency governance committees, Agency leadership, IS and Allies, including at executive level. Ensure coordination of DI responsibilities with other stakeholders and support overall DI priorities with stakeholders across the IS, the IMS, national delegations and Agencies. Influence Agency governance decision-making in alignment with agreed priorities and based on direction from the Head of Office. Represent the SGLO and Head of Office in engagements with key stakeholders.
