Supervisory Personnel Support Specialist

**Duties**:
- Serves as the Senior Management Analyst at 39th Signal Battalion with responsibility for providing objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management.
- Serves as the Battalion’s lead for working with headquarters on the Command Plan to ensure the 39th has the correct staffing, Military Occupational Specialty (MOS), and civilian grade structure to meet mission requirements.
- The employee studies the structure and/or functions of organizations with interrelated work processes and functions to resolve complicated substantive problems affecting serviced administrative programs and organizational requirements.
- Plans and conducts comprehensive analytical studies of organizations or significant segments of several major management functions to improve organizational structure and staffing levels.
- Provides staff-level advice to management, commanders, and/or to other staff members in the areas of program improvement, provides information/data to the servicing Civilian Personnel Advisory Centers (CPACs) based on various requests.
- Serves as liaison for civilian personnel matters and coordinates all aspects of the civilian personnel programs with the servicing CPAC.

- Three year trial/probationary period may be required.
- The position requires the incumbent to obtain and maintain a SECRET clearance. Failure to do so may result in separation for the efficiency of the Federal Service.
- Position requires up to 15% temporary duty.
- Must be able to obtain and maintain a US Government Driver's License.
- This position has been designated mission essential.
- Employee may be required to remain on duty or report for duty during severe weather or other installation closings.
- May be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.
- Current DoD Employees: If a current permanent CES employee, you shall be granted administrative return rights. If not a current permanent CES employee, you may be granted administrative return rights if agreed to by your CONUS organization.
- In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction 1400.25 Volume 1230.

- To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by **(1)** developing or interpreting organizational personnel policies and procedures; **(2)** providing staff assistance and advice over the civilian personnel programs; **(3) **developing human capital planning efforts or succession planning with regards to future organizational plans; **(4)** and assisting management in the recruitment process.**Education**:
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
