**Duties**:
Incumbent is FMC’s Financial Management Analyst. Incumbent is also the key point of contact for a variety of complex vouchers and invoices to FMC for payment (to include but not limited to transportation, expedited logistics program (ELP) stock, operating expenses, residential, representation, office supplies and other miscellaneous costs). The main role is vouchers pre-certification and submission to Certifying Officer for final approval. She/He will be also acting FMC supervisor, in case the supervisor is Out of Office. The incumbent will provide management the flexibility necessary to effectively use staff resources by covering extended absences and vacancies, and temporarily and permanent workload increases. The incumbent will be responsible for ELP stock item contracts process, fluent communication with ELP stock Manager, confirmation of stock delivery, paying invoices and voucher collection afterwards. Additional will hold responsibility of payments via SYNCADA (business to business transportation cloud-based system for payment), warehouse contracts, and fiscal data clearance and reviewing and process transportation vouchers and operating expenses.
**Financial Management Process Function
Incumbent is FMC’s Financial Management Analyst and will determine the present state of processes within the Financial Management Center. Have a clear overview and reporting directly to FMC supervisor the status of process payments as well as collection via ILMS. Liaises with staff and other administrative sections or agencies due to eventual impacts of process changes on workflow and workload.
Evaluates the information gathered from the multiple sources (200 posts), reconciles conflicts, and proactively communicates and collaborates with internal personnel to analyze information needs and functional requirements. Accurately documents the changes and presents them to management. Oversees and documents the different models of processes by maintaining or revising Standard Operating Procedures.
Analyses, and pays all invoices pertaining to contracts and price agreements (such as packing, moving and storage contracts; air, truck and sea freight rates and handling charges; RPSO medical shipments), purchase orders and purchase contracts for furniture and appliances (for ELP).
Prepares reports related to vouchers processing and vouchers collections using domestic statistic software. Is responsible for pre-certification internal control and validity and accuracy of vouchers up to $10 Million prepared by the three other voucher examiners, which must be certified by the FMC supervisor, and the vouchers over $10 Million to be certified by an American Certifying Officer. In total annually will cover of 60 Million USD worth shipments for over 200 posts, missions and agencies serviced by ELSO worldwide.
**Clear Fiscal Data
Provides and evaluates the fiscal data in ILMS/ARIBA and pays special attention to the different ELP orders. Prorates the item costs between all the fiscal data provided by posts. Solves problems in ARIBA with the ELP manager or with the helpdesk. Makes sure all stock orders have been entered in GFMS and all the line items are correct.
Examines allotment accounting records down to appropriate sub-object classification to check for accuracy of financial data, existence of obligations, and availability of funds in such obligation.

Bachelor’s degree in Finance.
- Evaluations:
LANGUAGE: Fluency in English. Fluency in Dutch or French.
SKILLS AND ABILITIES: Ability to comprehend applicable regulations and complex contracts. Tactful to explain the reasons for disallowed charges to the contractor and assertive to make it stick. Must understand and be able to operate the STATS B&F software, ILMS/ARIBA, MS-mail, look-ups in FSC, TM4 Wash., Internet. Must be able to use the WINDOWS programs such as EXCEL and WORD., Momentum and RFMS R.
