Ons doel is om de directe en indirecte uitstoot van broeikasgassen te verminderen, de gevolgen van klimaatverandering te beperken en alle mogelijke vormen van milieuoverlast terug te dringen.

Dankzij de inzet van onze medewerker-ster-s, onze gedeelde waarden (Respect - Innovatie - Verantwoordelijkheid) en onze transversale aanpak inzake leefmilieu, zijn wij als organisatie in staat om ons aan te passen aan de huidige en toekomstige uitdagingen en onze langetermijnvisie te realiseren.

Je zal tewerkgesteld worden op de afdeling HR & Financiën, dienst Overheidsopdrachten.

**Functie**:
Je zal aan de slag gaan in de onderafdeling Financiën (+/- 35 medewerkers) die de diensten Boekhouding, Begroting, Beheerscontrole & Transformatie, Subsidies en Overheidsopdrachten verenigt.

Als Public Procurement Officer werk je bij de dienst Overheidsopdrachten die momenteel uit 8 medewerker-ster-s bestaat. Voor deze functie is Leefmilieu Brussel op zoek naar een juridisch expert-e.

De dienst Overheidsopdrachten ontwikkelt een transversale aanpak en is het aanspreekpunt en het advies
- en expertisecentrum inzake overheidsopdrachten voor alle afdelingen van Leefmilieu Brussel.

Je zult je expertise kunnen inbrengen in de volgende taken:

- Je staat in voor de goede uitvoering van de overheidsopdrachten, alle procedures inbegrepen, van het principe tot de gunning, in overeenstemming met de van kracht zijnde procedures en reglementeringen.
- Je stelt bestekken op, net als analyseverslagen, informatiebrieven en alle documenten die verband houden met de overheidsopdrachtenprocedure.
- Je staat in voor de follow-up van dossiers via de verschillende interne procedures, van bij de verzending van het dossier doorheen het goedkeuringstraject, overeenkomstig de geldende procedures.
- Je ziet toe op de naleving van de wetgeving bij de uitvoering van de opdrachten waarvoor je verantwoordelijk bent.
- Je ondersteunt je interne klanten en geeft hen advies bij het begrijpen van de wetgeving inzake overheidsopdrachten, de interne procedures of bij het opstellen van bestekken en analyseverslagen van offertes.
- Je bent het belangrijkste aanspreekpunt binnen de dienst Overheidsopdrachten voor juridische kwesties of vragen over jurisprudentie.
- Je bent het aanspreekpunt voor onze advocaat in het geval van mogelijke beroepen in verband met de gunning van opdrachten en zorgt voor de interne en externe follow-up.
- Je pleegt op regelmatige en gerichte basis overleg met je manager en werkt samen met de andere leden van de dienst voor wie je ondersteuning biedt.
- Je volgt de ontwikkelingen op het gebied van wetgeving en deelt je expertise met je collega's.
- Je staat ter beschikking van de afdeling Financiën voor juridische vragen.
- Je neemt deel aan het netwerk van juristen van Leefmilieu Brussel.

**Profiel**:
**Diploma**:

- Master in de rechten

**Ervaring**:

- Minstens 1 jaar relevante ervaring met het beheer van overheidsopdrachten.

**Kennis**:

- Grondige kennis van de wetgeving inzake overheidsopdrachten.
- Grondige kennis van administratief recht.
- Kennis van de opdrachten en waarden van Leefmilieu Brussel.
- Je begrijpt teksten en gesprekken in het Frans en kunt je in het Frans uitdrukken.
- Informaticakennis:

- Kennis van de Office Suite en e-procurement.
- Kennis van het softwareprogramma 3P is een troef.
