**Duties**:
This position executes approximately 40 contracts worth $15-20 million for the Tri-Missions, from the beginning to the end, in accordance with federal and State Department regulations and post policies. This includes contract negotiation, required research, necessary paperwork, follow through, and contract administration. This position also serves as the Deputy and primary back up to the Procurement Supervisor.

Executes contracts from start to finish, including negotiations, required research, necessary paperwork, contract follow through, and contract administration. Handles multiple contracts for the key number program, life and medical insurance, copiers, cell phones, and gardening, to name a few. This position also handles hybrid contracts, such as group medical insurance. Acts as consultant to Washington elements and other Posts on hybrid and/or complex contracts.

Performs large-scale market surveys for contracts for which s/he is responsible, which may include but are not limited to: key number maintenance programs, elevator services, and copier contracts; and insurance. Performs cost analysis of services performed under contract; makes and analyses suggestions on cost savings, studies their feasibility and cost effectiveness and advises management on the advantages/disadvantages in implementation.

**Qualifications and Evaluations**:

EXPERIENCE: Three years of experience in procurement, purchasing or other commercial activities in private companies or governmental organizations involving purchasing of supplies or commodities required.
- Education Requirements:
Two years of post-secondary education required.
- Evaluations:
LANGUAGE: Fluency in English, Dutch and French. This may be tested.

SKILLS AND ABILITIES: Flawless drafting ability in English, French and Dutch essential to this position, since the mere presence or absence of a comma can change the entire legal meaning of the phrase being drafted. Ability to translate perfectly between each of these three languages. Ability to search out among all vendors and bidders in a close and friendly fashion, while remaining totally impartial, recommending only those firms which offer best price and conditions to USG. Ability to negotiate prices down and specifications upwards, in the best interests of USG. Ability to use Microsoft Office suite. Ability to maintain neat documented files for each and every purchase and contract. Ability to draft and dictate French, Dutch and English letters, contracts, telegrams, telexes, etc.
