**Skills, knowledge, experience required**:
- A Bachelor University degree or equivalent in a related discipline,
OR
- equivalent combination of appropriate national qualifications and experience of interest to the ESOC and the Agency;
- Extensive experience (at least 10 years) of working in a Human Resource / Staff Management (HR / SM) environment;
- Prior experience (at least 10 years) of direct and indirect staff management;
- Prior experience within training management and systems (SharePoint, TMS), covering areas such as training needs analysis, budgeting, and the activities to ensure staff are trained appropriately;
- Extensive experience in areas such as recruitment, manpower analysis and organizational development;
- Prior experience of managing / overseeing Performance Management;
- Excellent Coaching & Mentoring / Train the Trainer skills;
- Prior experience of working in an international environment comprising both military and civilians;
- Prior experience with implementing and administration of automated solutions for tracking Staff Management related data;
- Proven experience in creating, reviewing, grading and concisely consolidating Job Descriptions;
- Proven ability to effectively communicate orally and in writing, with good briefing skills.
**Desirable**:
- Knowledge of Oracle-based HR systems;
- Knowledge of Applicant Tracking Systems;
- Knowledge of the Microsoft SharePoint;
- Knowledge of Training Management Systems;
- Knowledge of Service Now;
- Certifications in HR / Coaching / Training;
- Knowledge of the NATO Peacetime Establishment process;
- Knowledge of the NCIA;
- General knowledge of NATO responsibilities and organization.
**Duties/role**:
- Working under the direction of the Head Business and Resources Management, but largely under own initiative;
- Managing, in coordination with the ESOC Senior Management team, of civilian, military and Interim Workforce Capacity (IWC) manpower:
- Ensuring all Human Resources (HR) related processes and procedures are followed,
- Ensuring all HR related artefacts are complete and correct,
- Ensuring the Service Line HR database is up-to-date, complete and correct,
- Managing the recruitment and release process for civilian, military, temps, interns, consultants and interim workforce capacity (IWC) workforce;
- Managing the seamless on-boarding and off-boarding of service line workforce;
- Managing the Peacetime Establishment (PE) Post lifecycle, and work capacity within the ESOC;
- Managing the activities required for the submission of recruitment requests and tracking the follow-up on activities, requiring close coordination with the Agency CPO department;
- Identifying skillset shortfalls and future staff skillset requirements related to staff professionalization effort for the benefit of the service line, the Agency and NATO;
- Supporting the service line resource allocation and conflict resolution management, enabling the ESOC Service Line Chief to make informed decisions;
- Managing ESOC workforce training and talent development. In particular, acting as Training Authority for the Service Line and performing the following activities:
- developing and improving the Service Line Training Management Plan and Talent Development Strategy,
- conducting periodic Training Needs and Budget Analysis for the Service Line in coordination with NCI Academy,
- creating, negotiating and authorizing the annual Training Bidding Lists and Service Line Training Plan,
- identifying best suitable training courses and providers,
- optimizing training organization in cost and attendance, e.g. by group training, online training,
- creating and improving the training material repository for reuse and internal collaboration,
- managing the Training Requests and confirming for approval the Training-related travels,
- monitoring and controlling the Training attendance and results,
- documenting Training lessons identified the management of the service line Performance Management activities
- Creating and improving the HR related Reports and/or Presentations to the ESOC Service Line Chief, Agency Senior Management and/or external Agency stakeholder;
- Developing implementing and managing the HRrelated administrative processes including the creation of ESOC internal related policies / guidance;
- Conducting the periodic training to service line staff on training and HR related policy, processes, and procedures;
- Developing and improving the Staff Management Information portal;
- Performing and developing the Staff Management Office;
- Achieving the Staff Management Office related Key Performance Indicators (PKIs);
- Performing other duties as may be required.
