**1. SUMMARY**
Within the Executive Management Division (EM), NATO’s International Staff (IS) Human Resources (HR) Directorate is comprised of three pillars: Talent Management and HR Integration (TMHRI) (talent acquisition, talent and organisational development and HR business partnership); Staff Services (pay, pensions, insurance and other benefits); and HR Policy and Strategy Coordination (IS and NATO-wide HR policy).
- The HR Policy and Strategy Coordination (PSC) Section is responsible for developing HR Policies applicable for the employment of staff in NATO. The Section stays abreast of contemporary developments in HR and coordinates with HR Managers in all NATO bodies as well as with HR experts in the Coordinated Organisations to develop and improve upon the employment framework for all NATO civilian staff. The Section provides, through the Deputy Assistant Secretary General for Human Resources, expert and executive advice to the Secretary General and other Heads of NATO bodies, senior leadership and HR Managers within NATO.
- Under the overall responsibility of the Head PSC the incumbent supports the Human Resources Directorate in the design or adaptation of HR policies contributing to IS and NATO-wide change and modernization initiatives. S/he will support the exchange of information on NATO IS and NATO-wide HR policy among NATO bodies and assist in the implementation of HR projects.**2. QUALIFICATIONS AND EXPERIENCE**
**ESSENTIAL**
The incumbent must:
- possess a university degree or equivalent level of qualification, in HR, labour sciences, organisational management or other relevant fields
- have at least 2 years of relevant professional experience in contributing to and/or drafting policy papers on HR matters (such as, but no limited to, the employment framework, talent management, organizational development etc.).;
- possess excellent written and oral communication skills;
- have good interpersonal and communication skills demonstrated in a multi-cultural environment;
- demonstrate strong drive for teamwork, customer service attitude, and flexibility;
- have experience working in a complex governance structure;
- possess very good organisation and multi-tasking skills;
- demonstrate proactivity and the capacity to manage stress;
- have advanced competence in the use of computer software: Microsoft Word, Excel, PowerPoint and SharePoint;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one and I (“Beginner”) in the other.
**DESIRABLE**
The following would be considered an advantage:
- knowledge of NATO’s Civilian Personnel Regulations;- good knowledge of NATO HR staff rules, procedures and systems or similar knowledge in an international organization;
- experience in a national administration or and/or international organization;
- familiarity with NATO’s mission, structure, policy and procedures;
- experience in a field of NATO core business (international relations, political affairs, defence, security, etc) and/or a functional area of other HR clients (e.g. IT, finance, construction and general services, etc.).
**3. MAIN ACCOUNTABILITIES**
**Policy Development**
Contribute knowledge to the development of HR policies. Amend current policies as required following progress through HR projects and working groups. Provide input to policy, strategy and conceptual papers. Contribute to the development of concepts, policies and procedures designed to promote and facilitate NATO IS and NATO-wide HR policy development, in concert with IS Divisions and members of the AP.
**Project Management**
Ensure projects are consistent with the NATO Civilian Personnel Regulations (CPRs). Monitor the implementation of the single salary spine project. Conduct research and provide advice on the implications of the new remuneration structure. Identify and manage risks and issues. Support in guiding the direction of projects and programmes as project/sub-project leader at the request of Head PSC.

Develop effective procedures to communicate implications of HR policies and projects including the single spine. Contribute to knowledge management through timely and accurately archiving all policies and projects documentation in archive. Contribute to the planning and follow-up actions resulting from the work of the committees and assist in the improvement of the NATO-wide on-line Administrative Information System (OASIS).
