De FOD Buitenlandse Zaken, Buitenlandse Handel en Ontwikkelingssamenwerking behartigt, verdedigt en bevordert de belangen van België en van de Belgen in het buitenland en stimuleert de coherentie van het buitenlands optreden van België als federaal land.

De Stafdienst ICT ondersteunt alle werkzaamheden van de FOD Buitenlandse Zaken, Buitenlandse Handel en Ontwikkelingssamenwerking. Ze verschaft onder andere klantgerichte diensten en ontwikkelt en implementeert aldus de IT-processen en applicaties die nodig zijn om de doelstellingen van de FOD te verwezenlijken, in samenwerking met andere overheidsdiensten en diverse organisaties.

De stafdirectie ICT staat in voor alles wat betrekking hee ft op de informatica
- en telecommunicatie ondersteuning van de FOD Buitenlandse Zaken. Dit omvat het ter beschikking stellen en moderniseren van de ICT-infrastructuur, maar ook van de telecommunicatie apparatuur en alles wat nodig is om het informaticamateriaal in lokale en wereldwijde netwerken met elkaar te laten communiceren. Verder stelt ICT de nodige computerprogramma's ter beschikking voor de ondersteuning van verschillende werkprocessen, organiseert het de hulp aan de gebruiker via een Servicedesk en is het verantwoordelijk voor de veiligheid van ICT-systemen en -toepassingen.

Wij zijn op zoek naar een hooggekwalificeerde en gemotiveerde ICT teamleider om onze organisatie te versterken. Als hoofd van het team "ICT 4.2 - Specifieke toepassingen" ben je verantwoordelijk voor het aansturen van een team van professionals (intern en extern) die verantwoordelijk zijn voor de ontwikkeling en het onderhoud van applicaties die intern zijn gemaakt: bijvoorbeeld een portaal waarmee buitenlandse burgers een visumaanvraag kunnen indienen of een website waar Belgische burgers hun verblijf in het buitenland kunnen registreren bij de Belgische Staat in geval van grote problemen (natuurramp, oorlog, enz...). Jouw rol zal cruciaal zijn om het succes van het project te garanderen, hoge kwaliteitsnormen te handhaven en een collaboratieve en productieve werkomgeving te bevorderen.

**Taakomschrijving**

Teamleiderschap en management:

- Je stuurt een team aan van ICT-professionals: projectleiders, analisten, ontwikkelaars,Je zorgt voor begeleiding, ondersteuning en mentorschap.
- Je stelt duidelijke doelen en verwachtingen en bewaakt de teamprestaties om ervoor te zorgen dat projectdeadlines worden gehaald.
- Je voert regelmatig functioneringsgesprekken en geeft constructieve feedback aan teamleden.
- Je stimuleert een positieve werkcultuur die samenwerking, innovatie en continue verbetering bevordert.
- Je identificeert trainingsbehoeften en coördineert professionele ontwikkelingsmogelijkheden voor teamleden.

Programma management:

- Je plant, organiseert en prioriteert projecten en zorgt voor tijdige levering van hoogwaardige applicaties.
- Je coördineert met belanghebbenden om vereisten te verzamelen en deze te vertalen in uitvoerbare ontwikkelingsplannen.
- Je wijst middelen toe en bewaakt de voortgang om ervoor te zorgen dat projecten op schema blijven.
- Je identificeert proactief risico's en implementeert mitigatiestrategieën om projectvertragingen en verstoringen te mínimaliseren.
- Je houdt nauwkeurige documentatie en rapporten bij met betrekking tot de projectstatus, resources en deliverables.

Applicatie ontwikkeling:

- Je zorgt er voor dat tijdens de ontwikkelingscyclus de nodige technische begeleiding en expertise aanwezig is voor het team.
- Je werkt samen met andere teams (Infra, Data, netwerk en generieke oplossingen) alsook met de product owners bij de afdeling van de klant, om te zorgen voor afstemming en integratie van ontwikkelde applicaties.
- Je blijft op de hoogte van opkomende technologieën en trends in de branche om kansen voor innovatie en verbetering te identificeren.
- Je promoot continue verbetering in softwareontwikkelingsprocessen.

Samenwerking en communicatie:

- Je bevordert effectieve communicatie en samenwerking binnen het team en met belanghebbenden.
- Je fungeert als een liaison tussen het ICT-team en andere afdelingen en zorgt voor effectieve coördinatie en informatie-uitwisseling.
- Je faciliteert regelmatig teamvergaderingen, discussies en kennisdelingssessies.
- Je communiceert projectupdates, statusrapporten en problemen duidelijk naar het management en belanghebbenden.
- Bachelor of Master degree in computerwetenschappen, informatietechnologie of een gerelateerd veld.
- Aantoonbare ervaring in projectmanagement van softwareontwikkeling en het vermogen om meerdere projecten tegelijkertijd af te handelen.
- Goede kennis van softwareontwikkelingsmethodologieën, -tools en -best practices, ervaring met (Azure) DevOps is een plus.
- Vertrouwd met databasebeheersystemen en webtechnologieën.
- Uitstekend leiderschap, communicatie en interpersoonlijke vaardigheden.
- Vermogen om teamleden te motiveren, te inspireren en conflicten op te lossen.
