**About the role**:
There is an urgent need to mobilize **new, additional, predictable and adequate financial resources** - in addition to current commitments - to fund global public goods, like the support for developing and vulnerable countries in their development and their transition to a low carbon and nature positive economy, while addressing the adverse effects of climate change, including loss and damages, as well as global inequalities. This is particularly relevant as many of these countries face considerable budgetary constraints aggravated as a result of the cascading and connected crises that have affected the global economy.
Furthermore, it is widely recognised that taxes on GHG emissions can be an important policy tool to reduce GHG emissions, by sending a powerful price signal that has the potential to reshape incentives and investments towards deep decarbonisation, encouraging clean technologies and market innovations. International taxation can provide additional financial resources to fund global public goods like the support for just and equitable transitions, particularly in climate vulnerable and low
- and middle
- income countries, while addressing inequalities and correcting some of the inequities of our current financial system.
The Summit for a New Global Financial Pact convened by French President Emmanuel Macron on 22 and 23 June 2023 discussed how to update the international financial system to better address current climate, nature and development challenges through international cooperation. At the Summit, participants discussed the topic of international taxation and a political declaration calling for further work to explore “new avenues for international taxation in order to fulfil our climate commitments1”. To achieve this, a taskforce_ to examine possible new financial resources through taxation was proposed._
The Africa Climate Summit (ACS) held in Nairobi from 4th to 6th September 2023 co-hosted by the Africa Union and Kenya
- concluded with the endorsement of the African Leaders Nairobi Declaration on Climate Change and Call to Action which urged consideration of global carbon taxation region including a carbon tax on fossil fuel trade, maritime transport and aviation, and a global financial transaction tax (FTT), and also a Global Finance Charter to support climate-positive investments.
ECF was assed by the governments of Barbados, France, and Kenya to asked to host the secretariat of this exciting new taskforce.
The Secretariat, led by ECF’s CEO and another global leader (currently being recruited), is responsible for the following activities:
- Support to the three co-chairs in leading the taskforce, including by setting out the ambition and work programme.
- Political and diplomatic outreach to continuously widen the number of countries committing to pushing the taxation agenda forward.
- Consultation with CSOs and business.
- Commissioning of reports and evidence based narrative shaping.
The Director will report to the Executive Director international climate finance, land use and net zero macroeconomy, and will work with the ECF Climate Finance team to drive forward the work of the Taskforce.
This is a **senior leadership** role, managing the day to day running and leadership of the taskforce.

- High level political strategy delivery and engagement with the GSLTF co-chairs (Kenya, Barbados and France) as well as with the current and prospective member countries
- Responsibility for oversight and running of the GSLTF secretariat: robust processes for the work of the GSLTF including but not limited to (research and impact assessments, CSO and business engagement, political engagement etc).
- Strategic support to the GSLTF co-lead Laurence Tubiana and another co-lead (being recruited).
