Als lid van het Portfolio Management Office houd je toezicht op een deel van de investeringsportfolio.Je treedt op de ‘single source of truth’ naar de interne stakeholders toe, analyseert en evalueert de portfolio, staat in voor de capacity planning van de middelen, bereidt de sturing van de portfolio (waarvoor het besluitvormingscomité instaat) voor en volgt deze op.

**Deze functie omvat de volgende verantwoordelijkheden**:
Single source of truth

Je staat in voor de dagelijkse opvolging en monitoring van het deel van de investeringsportfolio dat aan jou is toegewezen om een volledig overzicht te hebben van de status, problemen, risico’s en risicobeperkende acties.

Je treedt op als enige contactpersoon die de vragen om informatie of verduidelijking van de interne stakeholders behandelt.

Je bent eigenaar van de metadata die gelinkt zijn aan de programma’s van het gedeelte van de portfolio dat aan jou werd toegewezen. Deze metadata bakenen de grenzen af van de portfolio waartoe het programma behoort.

Gatekeeper

Je gaat na en verzekert dat programma’s aan de nodige voorwaarden voldoen om over te gaan naar een volgende fase in het stage-gateproces (resultaten, checklists enz.).

Je beslist of een programma klaar is om te verschijnen voor het comité dat beslist over de overgang naar de volgende fase.

Na de overgang naar de volgende fase houd je toezicht op en controleer je het goede verloop van de overgang van de programmafase in de IT-tools. Met deze controle garandeer je dat de metadata die betrekking hebben op de programma’s op elk moment accuraat zijn.

Je staat in voor het toezicht en de controle van de correcte registratie en bevriezing van programmabaselines bij de verschillende fases.

Analyse en beoordeling van de portfolio

Je voert programmaoverstijgende analyses uit, brengt risico’s en problemen op portfolioniveau aan het licht en volgt op of deze risico’s en problemen doorheen de hele portfolio op de juiste manier en tijdig worden aangepakt.

Je bouwt reserves voor onvoorziene omstandigheden in de globale portfolio in.

Je werkt risicobeoordelingen van de portfolio uit en voert ze uit aan de hand van probabilistische simulaties van verschillende scenario’s.

Je definieert indicatoren om de prestaties van de portfolio te meten en implementeert ze.

Arbitrage van de portfolio

In samenwerking met de rest van het Portfolio Management Office-team definieer je het jaarlijkse arbitragevoorstel: een voorstel voor de samenstelling van de portfolio voor de komende 4 jaar, te worden goedgekeurd door het besluitvormingscomité. Deze voorgestelde portfoliosamenstelling houdt rekening met de verschillende aspecten van portfolioplanning: de zakelijke en maatschappelijke waarde maximaliseren, optimaal gebruik van middelen, voldoen aan de wettelijke en regulatoire beperkende voorwaarden. Het voorstel bevat de nodige risicoanalyses en wordt ondersteund door de betrokkenheid van de nodige interne stakeholders.

Na de arbitragebeslissing over de portfolio zorg je ervoor en controleer je dat alle acties om tot de arbitrage over te gaan over de hele portfolio worden uitgevoerd.

Portfolio-overzichten en rapportage

Je definieert de portfolio-overzichten en rapportageontwerpen om de verschillende stakeholders en besluitvormers naar behoren in te lichten (Investment Portfolio Committee, Executive Committee, Board of Directors, regulatoren, Development Plans, Business Plan, Infrastructure Management Team).

De portfoliomiddelen plannen

Je consolideert en analyseert de behoeften aan middelen voor het gedeelte van de portfolio dat aan jou is toegewezen (personeel, snijdingen, aankoopbehoeften/marktcapaciteit).

Je wijst proactief op beperkingen/problemen/planningsconflicten op het vlak van middelen, identificeert oplossingen en verwijst problemen door wanneer nodig.

Je blijft in dialoog met het functionele management, Human Resources en Purchasing om feedback te geven over personeelsbehoeften op korte en lange termijn, en deze te garanderen.

De portfoliomanagementprincipes definiëren

In samenwerking met het hoofd van het Portfolio Management Office draag je actief bij tot de definitie, ontwikkeling en continue verbetering van de portfoliomanagementprincipes.
Jouw profiel

Je hebt een masterdiploma met technische en economische kennis.

Je hebt 5 jaar ervaring in het beheer van investeringsportfolio’s, netontwikkeling en/of het beheer van infrastructuurprojecten.

Je beschikt over analytische vaardigheden, bent stipt en zelfstandig.

Je bent in staat gegevens te verzamelen bij veel verschillende stakeholders.

Je beschikt over voldoende geloofwaardigheid en autoriteit om samen te werken met program managers.

Je bent vertrouwd met het stage-gateproces en bent op de hoogte van portfoliomanagementmethodes.

Je spreekt vlot Nederlands en Engels of Frans (basiskennis van de andere landstaal).
