Network Design Expert Local Optimization

**Mission**:
The objective of the Network Design department is to develop and continuously optimize the Lineas network in order to maximize the restrained resources utilization across all entities of Lineas Group (concretely drive resources productivity) while allowing consistent, robust and stable delivery hence assuring high clients’ satisfaction and network profitability.
You will be working in one of our 4 teams. Each team covers a geographical area of responsibility (Belgium, South-west, North-east & ZARAR). The teams will be organized as such that knowledge building and sharing is fostered, allowing agility in execution, accountability of everyone for it’s respective area of expertise and great job satisfaction (through achievement of common goals and a fair work-life balance).
Each team is composed out of all relevant area’s of expertise (Infrastructure, Engineering & Optimization), both on a central and local level.
Within each team, individual team members will have their primary area of expertise (“major”) and secondary area of expertise (“minor”). Team members are encouraged to develop their competences.
Within each team an individual team member will take up the overall coordination of the team for a predetermined period of team (e.g. PERT-plannings for Belgium). During this period of time, this team member will be the point of contact between the team and the Head of Network Design. Cyclically each team member will thus assure this overall coordination role.
Performance will be measured in a matrix model, taking into consideration KPIs on a team level and on expertise level.
**Tasks**:
Within this geographical area of responsibility the team is responsible for 3 area’s of expertise
- Organize and order the capacity in the year plan and beyond at the IM & AB. Coordinate the Lineas infra community of your geographical area of responsibility, by setting up and managing communication, collaboration and alignment structures with other departments that interact with the infrastructure managers and allocating bodies. Represent Lineas voice in EU infra capacity councils and projects
- (Re) engineer (NPD) and implement (NPI) robust transport solutions answering the needs of our customers, whilst maximizing the productivity of our assets, optimizing the planned produce to plan ratio, product robustness and driving network profitability. Consequently cdecide on handover points between countries and/or subcontractors, third party involvement, location of driver depots and need for knowledge (to maximize driver productivity), make vs. buy strategy,based on solid financial metrics (business cases). You are responsible that efficient, robust and competitive transport solutions are (re-)designed that fit our network strategy. You make sure that concepts are designed on a timely manner to allow proper customer quoting and management approval (PAB).
- Long-term plannings (e.g. PERT-plannings for Belgium) of production resources (locomotives, drivers & ground staff) that consider a) the approved changes in our portfolio (embedding the designed solutions), b) expected resource evolutions, c) productivity targets, d) if applicable, important infrastructure impacts, etc. aiming to allow consistent, reliable and stable delivery (Produce-as-Planned). Concretely, you are accountable to deliver for every LT-planning loc lines and driver series that are optimized across the network / countries and allocate resources to the different countries accordingly
**Profile**:
- You are fluent in English and Dutch, French or German, any other EU language is a plus
- You have a Bachelor or Master degree in logistics, supply chain; engineering or applied economics with first relevant professional experience in freight transport preferably in rail or compensated by experience
- You are able to think at the same time strategically and take into account operational reality.
- Team player, both within the own team as across other teams in the department and company and you like to work with other people
- Problem solver that keeps ‘cool’ in stressful circumstances, finding the balance between fixing and structurally improving
- You are well organised and able to prioritize in a context of changing priorities
- You have good communication skills and are capable to steer an cross-European team
- You have an eye for details and you are able to think out of the box
- You are pro-active, stress-resilient, pragmatic, result-oriented and flexible
- You are willing to travel on regular base in the EU (approximately 2-4 days per month).
- Good knowledge of MS Office suite
- Knowledge of ERP Systems (CIS, IRON, Rail Cube )
- Acumen with Lineas dashboards (Tableau)
