Freelance Procurement Proces & Operational Officer (80%) Brussel (hybride) Voor één van onze klanten in Brussel zijn we op zoek naar een Freelance Procurement Proces & Operational Officer met sterke expertise in procesoptimalisatie, rekrutering & interviewtechnieken en operationeel procurementbeheer binnen de wet op overheidsopdrachten. Je komt terecht in het Competence Center Procurement en werkt nauw samen met recruiters, de coördinator en andere stakeholders binnen HR, IT, Finance en de interne klanten. Locatie: Brussel (hybride) Periode: 01/2026 12/2027 Beschikbaarheid: 80% Ervaring: 10 jaar Jouw rol Je verantwoordelijkheden zijn verdeeld over drie domeinen: 1. Procesoptimalisatie Je optimaliseert diverse processen binnen het Competence Center Procurement, waaronder rekruteringsprocessen en aankoopprocessen. Je werkt hiervoor samen met het procurementteam, interne stakeholders en externe dienstverleners. Een grondige kennis van interne processen, relevante applicaties en de wet op overheidsopdrachten is cruciaal. 2. Coaching Je begeleidt de leden van het staffingteam en maakt hen vertrouwd met: rekrutering (incl. IT-profielen) interviewtechnieken interne organisatie & processen jouw netwerk binnen en buiten de organisatie 3. Operationeel beheer Je beheert de IT-staffingopdrachten tijdens zowel de plaatsingsprocedure als de uitvoering. Je hebt regelmatig contact met interne klanten, externe partners en leveranciers. Je stelt administratieve documenten op, publiceert aanbestedingen en levert advies tijdens de volledige gunningsprocedure. Daarnaast neem je deel aan onderhandelingen, interviews en leveranciersgesprekken. Je coördineert het volledige gunningsproces en volgt financiële documenten op (MS Dynamics, SAP SuccessFactors). Vereiste vaardigheden Min. 10 jaar ervaring Goede kennis & ervaring in aankoop van contingent workers Ervaring in rekrutering & interviewtechnieken Minstens 4 jaar ervaring met de wet op overheidsopdrachten (speciale sectoren) Aantoonbare ervaring met procesoptimalisatie Affiniteit met IT + interesse in AI-oplossingen Sterke kennis van SAP SuccessFactors, MS Dynamics D365 & SharePoint Zeer goede Excel-vaardigheden (formules, macros) NL/FR/EN Bachelor Nice to have Kennis van de markt van externe IT-consultancy en een relevant netwerk Inzicht in projectwerking binnen spoorinfrastructuur Sterke communicatieve vaardigheden, overtuigingskracht en zin voor initiatief Gestructureerde en nauwgezette werkstijl, respect voor procedures Betrouwbare gesprekspartner met verantwoordelijkheidsgevoel Interesse?
