**Job Summary**

This role is charged with helping to design as well as executing the organization’s strategic and tactical objectives for Government and IGO Engagement in Brussels and globally.

The role requires strong diplomatic, analytic, educational and outreach related skills needed to fulfill multiple responsibilities required for the successful delivery of the organization’s strategic and operational objectives in our government engagement.

This role has a special focus and leadership for engagement with member countries and political strucutre in the European Union and our role in working with the Governmental Advisory Committee (GAC) at ICANN. Additionally, the person is charged with overseeing initiatives between the European Parlimentarians in Brussels and efforts in member national capitals.

This role will also work with ICANN’s other departments globally in fulfilling the GE Department role of liaison on government matters at all levels in addition to the fulfillment of the above function in Brussels and elsewhere.

**Key Responsibilities & Duties**:

- In collaboration with the rest of the GE Team update our written engagement strategies on Internet Governance and Government Engagement, and assessments of Internet Ecosystem organizations.
- Draft analysis and informative papers on governmental activity relevant to ICANN’s mission
- Support the VP for Government and IGO Engagement in Brussels to implement the engagement plan for ICANN’s outreach work with the member countries and also EU institutions, and build on existing achievements in our engagement with the EU.
- Support the VPs of Government and IGO Engagement in Brussels and New York in the implementation of the outreach engagement strategy and participate in related events.
- Upon the request of the other GE VPs help with tasks and implementation of work plans under the supervision of the head of the department.
- Ensure the execution of engagement and analytic tasks per the priorities of ICANN’s government/lGO engagement strategy. This will be done with active collaboration with the VPs of Government Engagement in NY, Brussels and the SVP in LA, to execute engagement plans.
- Manage with the regional Global Stakeholder Engagement (GSE) VPs, the engagement plan, to ensure involvement of government ministries in the capitals.
- Advocate and promote ICANN and it’s multi-stakeholder model.
- Prepare for high level engagement for the ICANN leadership team and board members with country missions to the EU and other IGO structures.
- Conduct education and outreach with country representatives, EU Parlimentarians and EU institutions’ officilas that touch on ICANN’s work.
- Open communication lines with country missions, for those countries not yet engaged in ICANN, to provide outreach and education opportunities about ICANNs IG related role in the European Union and globally.
- Coordinate with other Internet ecosystem organizations as appropriate, especially on fulfilling requests made by EU officials, country missions and IGOs that may not tie in with ICANN’s mission.
- Organize regular briefing events and the production of material about ICANN’s mission, plans and activities.
- Upon the request of the other members of the GE/IGO team help with tasks, under the supervision of the Government Engagement VP.
- Support work of GE function with other ICANN departments on requests related to governments positions, understanding of GAC positions and advice and GAC work in general.

**Required Knowledge, Skills, and Abilities (KSAs)**:

- Strong diplomatic skills and previous experience in working with governments in the areas of Internet Governance and Internet policy is strongly preferred.
- Ability to proactively identify, define and solve problems that impact the management and direction of the business.
- Ability to listen, assess and synthesize multiple data points, opinions in dealing with the country missions about Internet Governance and ICANN issues is required.
- Ability to read, write and converse in at least one of the UN languages, other than English, at a level sufficient to conduct job-related business transactions is required.
- Knowledge of the Internet, Domain Name System and common related issues required.
- Knowledge of the European Union legislative system and ability to deal with its officials required.
- Knowledge of the UN system and various IGOs and ability to deal with its officials and especially diplomats at country missions to the UN strongly preferred.
- Proven ability to communicate complex and often controversial information, concepts, policies and positions, both verbally and in writing, to internal and external audiences, especially to diplomats is required.
- Ability to participate intensively in events related to Internet Governance with strong knowledge and clearly represent the role of ICANN in workshops and events is required.
