Director, Global R&d and Regulatory Policy

Johnson & Johnson is recruiting for a **Director, Global Research and Development and Regulatory Policy**, located in Washington D.C; New Brunswick, NJ; or Brussels, BE.
The position ensures prioritization and engagement across a continuum of topics, with an emphasis on issues that have a strong political component whereby advocacy with policy makers is critical or supportive of a successful outcome, including where legislation or advocacy beyond a health authority is required. Policy topics in scope include incentivizing investment, advancing science, fostering public-private collaboration, facilitating new treatment approaches and modalities, and promoting global regulatory harmonization.
This position ensures consideration of short, medium, and long-term policy strategies, enhances the reputation of Johnson & Johnson as an innovator, and evaluates engagement at the local, country, regional, and global level. This position leads and coordinates advocacy strategies with R&D and regulatory functions in each of the sectors, the Office of the Chief Scientific Officer, Office of the Chief Medical Officer, Law Department, Supply Chain, WWGA&P partners, and other organizations across the enterprise.
**Key Responsibilities**:
- Lead the establishment of a coordinated, global, strategic R&D policy agenda; identifying and leading priority policy issues and opportunities, including those that cross sectors.
- Drive a strong Government Affairs & Policy voice policy development and key strategic feedback on opportunities and approaches.
- Develop and implement effective approaches to engage key multi-stakeholder forums and trade associations on policy issues, in partnership with business and GA&P partners.
- Shape global regulatory healthcare policies with the potential to impact the development and life cycle management of J&J products and services.
- Drive coordinated approach to engagement with governments to improve policy to facilitate commercial goals and business opportunities.
- Liaise with GA&P and business unit R&D functions to facilitate greater understanding of policy and legislative priorities across the organization.
- Maintain close partnerships with leadership globally in all relevant functions to ensure alignment on priorities and global strategies for policy development and advocacy.
- Evaluate and implement tools to facilitate one J&J voice, including development of proactive policy positions, legislative approaches, and partnership platform(s).
- Enhance J&J credibility, thought leadership, and reputation by driving a forward-looking policy agenda with an upstream focus to engage with governments and policy makers prior to the initiation of governmental policies and programs.
- Serve as a leader and global resource in policy development, supporting regional and local engagement as needed.
- Monitor emerging policy issues, analyze policy proposals, and advise on potential impact on J&J products, services, technology.
**Qualifications**
**Education**:
A Bachelor’s degree is required, preferably in Scientific, Engineering, Data Science, Mathematics, or related field. An advanced degree is highly preferred.
**Experience and Skills**:
**Required**:
- Minimum of 12 years of experience required in public or private sector R&D (including regulatory affairs), government affairs, or policy-related field.
- Minimum 7 years of government experience preferred.
- Strong oral and written communication skills and the ability to communicate across all levels of the organization and externally.
- Ability to analyze sophisticated scientific or technical issues and convey related positioning in lay terms that can be understood by a non-technical audience or decision maker.
- Ability quickly to learn and assess policy implications of new scientific, R&D, and regulatory issues.
- Ability to critically evaluate multiple sides of a scientific policy issue to understand and respond to differing opinions.
- Ability to establish appropriate strategies for running issues at a micro and macro level.
- Strong leadership skills including critical thinking and relationship management.
- Self-motivated, able to prioritize and work independently, as well as in multi-disciplinary teams.
- Ability to work globally and cross-sector.
- Ability to achieve results through collaboration, without direct line management control.
- Shown success working in complex environments.
**Preferred**:
- Legislative analysis and development, political process.
