About the jobWe're looking for an IT Project Manager to join our team in Belgium.Under the direction of the Principal and/or Senior Project Manager, the Project Manager will lead and coordinate the planning, implementation, and delivery of assigned projects in alignment with NATO regulations and NCI Agency policies and procedures.You will be responsible for managing scope, schedule, cost, and quality while ensuring effective communication with stakeholders and maintaining control over all aspects of project performance. This role requires strong leadership, analytical, and organizational skills, with the ability to work across teams and manage complex, multinational initiatives.Responsibilities:Plan, implement, and manage assigned projects in accordance with NATO and NCI Agency project management standards.Execute management and coordination functions critical to delivering capabilities and services successfully.Understand client requirements, collect and analyze data, and deliver solutions to complex problems.Ensure projects are delivered within defined scope, time, cost, and quality tolerances.Identify, plan, and allocate resources to meet project milestones, taking corrective action when necessary.Manage project cash flow proactively and contribute to financial planning and reporting.Coordinate project teams, leading meetings with internal and external stakeholders.Maintain realistic project plans and ensure timely, accurate communication with all stakeholders.Participate in project management–related activities and deputize for senior staff when required.Perform other duties as assigned.Requirements:Essential:Bachelor's degree from a nationally recognized or certified university in a relevant discipline and at least 3 years of related experience (in exceptional cases, candidates without a university degree may be considered if they have at least 10 years of extensive and progressive experience directly related to the role.Recognized Project Management certification: PRINCE2 Practitioner, PMP (the lack of formal qualifications can be compensated by the demonstration of expertise and experience in the domain).Minimum of 3 years of recent, extensive project management experience in a large-scale IT organization.Strong verbal and written communication skills, with the ability to communicate effectively, diplomatically, and concisely.Valid NATO Clearance (NATO Secret) is required.Desirable:Proven success as a project manager or team leader in C4ISR acquisition projects (Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance).Experience using project management and collaboration tools, such as ServiceNow (SNOW), JIRA, Microsoft Visio, and PowerPoint.Familiarity with NATO or national governmental acquisition policies and procurement procedures.About UpcoMinds:Founded in 1997 in Brussels, UpcoMinds has grown into a trusted IT partner, specializing in Project Development, Consulting, Strategic Teaming, and R&D & Innovation.With offices in Belgium, Greece, and Cyprus, we empower organizations across Europe to deliver complex, high-impact technology initiatives that drive strategic, operational, and digital transformation.Our team of 200+ top-tier professionals brings deep expertise and agility to every engagement.
