Presentation/project

  • The ANPR programme is part of the Directorate of Police Information and ICT (DRI) of the Client. The Directorate is responsible for the preparation of the policy and rules for information management and processing, the development of the police information concept, the establishment of technical norms and standards and the implementation of information and communication systems.
  • Automatic Number Plate Recognition (Automatic Number Plate Recognition; ANPR) uses intelligent cameras that recognize license plates. The system then compares these scanned number plates with the data already available (stolen or reported vehicles, whether or not they are allowed to drive in certain areas, etc.).
  • Within the ANPR ecosystem of the Client, several themes have been identified to maximize operational effectiveness; the Traffic pillar is crucial for road safety.

Mission

  • As a project manager within the ANPR team, you will mainly be responsible for the scoping, planning, execution and budgetary follow-up of the GDM project (Gatso Device Manager or Speedmanager) within the Traffic workstream. You will also contribute to the development of a clear vision for the management of speed cameras / mobile radars within the sensor ecosystem and create support among both internal and external partners.
  • You ensure a good project structure in which you work closely with business analysts and approach the information gathered critically and constructively in order to have all elements mapped out and define a plan of action to evolve from AS IS to TO BE.
  • You coordinate the various actions to the various stakeholders and facilitate communication, partly from a change management point of view, and draw up the necessary communication plans for this.
  • You make every effort to respect predetermined timings and budgets so that the GDM project can be realized on time.
  • Where necessary, you adjust the planning and you can communicate clearly and transparently about this and provide the necessary reporting.
  • After the implementation, you will remain available for the hypercare phase.
  • You will integrate within the way of working of the project team and contribute to the design of procedures and documentation to enable the cooperation with the "run" organization within the Client. Where necessary, the link is made with other projects and initiatives within Traffic; You can quickly switch between different topics and according to changing priorities.

Tasks and responsibilities

Main tasks:

  • Establish and manage project scope, schedule, milestones, and deliverables based on validated parameters.
  • Identifying tasks, dependencies and risks; developing and following up on mitigation measures.
  • Managing business analyst(s) on common topics.
  • Reporting project progress to stakeholders: status, problems, bottlenecks, risks and proposed alternatives/mitigations; recording decisions and actions ("decision log").
  • Contribute to the implementation of transversal processes and documentation to ensure that the collaboration with the run organization runs smoothly.
  • Supervising the creation of a monitoring tool.
  • Establish and maintain quality management plans to ensure that project results meet the required standards.
  • Implement and use project management and documentation tools (including JIRA, Confluence) for follow-up and knowledge sharing.
  • Stakeholder management and relationship building with police stakeholders and externalpartners to ensure the success of the project.

Additional tasks:

  • Support in the management of the project management organization within the ANPR team: co-supervising the demand management process, setting up strategic reporting, determining best practices and internal processes, transfer to the RUN team.
  • Support for change management and user training programs where necessary.

Education, experience and competencies

  • At least 10 years of hands-on experience in supervising IT technical projects
  • Experience with project follow-up and knowledge management systems and programs (JIRA, Confluence)
  • Strong analytical and problem-solving skills.
  • French or Dutch as a mother tongue, with a strong passive knowledge of the other language.

  • Integrity: Discretion and reliability are essential, as you have access to sensitive police information.
