- In this context, the Automated Biometric Identification System (ABIS) program aims to modernize the organization's biometric capabilities by replacing the current fingerprinting and management system. This new solution will not only improve the performance and quality of fingerprint processing, but will also introduce or strengthen facial biometrics features. Through more advanced comparison mechanisms and a centralized and scalable platform, ABIS will help increase the accuracy of biometric searches, facilitate the identification of individuals, and support the organization's future identity management needs.
- As part of the modernization of biometric capabilities and identification data management, the Administration is in charge of developing, integrating and operating a set of IT applications for the benefit of the Integrated Police Units (IPUs).
- This concerns in particular:
- a "platform" for the management and operation of a national digital photo library;
- dactyloscopic and facial expertise applications made available by an external service provider (ABIS public contract);
- interfaces with existing Integrated Policing systems;
- Support for the migration of biometric and photographic data.
- In this context, the Administration wishes to recruit a Senior Project Manager in charge of coordinating internal and external application developments, supervising the development teams involved in these projects and assisting the Program Manager in the overall management of the program.
- It is also necessary to ensure the operational coordination and monitoring of the work and deliverables carried out by the external supplier responsible for providing a solution for fingerprint and facial expertise.
- This entire mission must be carried out in close collaboration with the technical architects appointed by the Administration and in compliance with the architectural principles, technical standards and technological orientations defined by them.
Function
- The project manager acts as the main coordinator of the program's application developments.
- He is responsible for planning, organizing, monitoring and coordinating the activities carried out by the various teams involved in the development, integration and production of solutions.
- He/she ensures the consistency of the work carried out by the internal teams and external service providers (in accordance with the special specifications and his/her offer), and monitors the technical and functional dependencies (in consultation with a "functional" project manager designated by the Administration).
- He also provides direct support to the Program Manager in the governance, coordination and management of the program as part of his mission.
In particular, he is responsible for:
- Follow up on developments relating to the management platform for photo-type photos associated with biometric data.
- Organize and coordinate the activities of the application development teams, supervise projects related to the management and operation of the platform.
- Ensure the interoperability of the various solutions, particularly in terms of the management of investigations, judicial files and international reporting.
- Ensure smooth communication between the different teams involved.
In its role of coordination with the external service provider, in particular:
- Ensure the operational interface with the fingerprint and facial expertise solutions.
- Coordinate development and industrialization activities
- Implementation of periodic reporting to the various stakeholders and management
- In consultation with the service provider, consolidate the schedules of internal teams and external suppliers, monitor milestones and deadlines, identify impacts related to delays or dependencies between projects, produce indicators and monitoring dashboards.
- Work closely with the organization's technical architects
- Ensure compliance with the architecture standards defined by the organization.
- Ensure, in collaboration with the functional project manager, the overall consistency of the solutions implemented.
- Contribute, in collaboration with management, to the implementation of the quality and acceptance processes of the public contract of the program.
- You demonstrate leadership, are able to federate the various stakeholders (technical, management and customers) and to quickly build a network. You show empathy but you can also be firm when necessary.
- You can adapt your management style according to people, their character and their sometimes heterogeneous profiles. You are also able to estimate the skills and abilities of your team members in order to assign the right tasks to the right person.
- You are able to manage priorities in order to achieve objectives within the given deadline, and to adapt them when necessary in the event of unforeseen events or difficulties not known during the initial estimates.
- You are fluent in English, as well as one of the two national languages. Active knowledge of one national language and passive (at least) knowledge of the other is a real added value.
- Knowledge of the police environment, and more particularly of the Client, is an important asset.
