WE ARE HIRING | SENIOR BUSINESS PROJECT MANAGER – BELGIUM-
Native French – Mandatory
1. Position overview
đź’Ľ Contract: Freelance
💰 Daily Rate: €600–€700
🏢 Onsite Requirement: Minimum 60%
Extensive senior-level programme management experience
2. What is the project about?
This organisation is undertaking a large-scale digital transformation programme.
Currently, different business activities may involve multiple applications, databases, documents and manual processes. The objective is to bring these activities into a modern, integrated digital ecosystem.
The programme covers:
- Digital management of business processes.
- Modernisation of existing applications.
- Management of historical databases and information.
- Development of digital portals.
- Document and case management.
- Collaboration with external partners.
- Data migration and integration.
- Improving services provided to citizens. Simple example: Imagine a government department managing thousands of heritage-related records, documents and applications. Instead of employees using different systems, spreadsheets and manual processes, the organisation wants integrated digital platforms where employees can manage records, process applications, share information and publish data. The Senior Business Project Manager will lead this entire transformation. 3. What exactly will the candidate do?A. Programme Management & Governance The candidate must manage the complete programme, not just one individual IT project.
Responsibilities:
- Create the overall programme roadmap.
- Define project phases, milestones and deadlines.
- Conduct steering committee meetings (COPIL).
- Track risks, issues and dependencies.
- Make strategic decisions and resolve escalations. What to look for in CVs: Programme governance, steering committees, PMO, roadmap, risk management and portfolio management. B. Business & IT Coordination The candidate will work with business departments to understand their requirements and translate them into technical solutions. For example:
- Conduct workshops with business stakeholders.
- Understand existing business processes.
- Identify operational challenges.
- Define functional requirements.
- Coordinate with IT teams to implement solutions. What to look for: Business analysis, stakeholder management, requirements gathering, functional design and business transformation. C. IT Architecture & Application Integration The candidate does not necessarily need to develop software or write code. However, they must understand how different IT systems communicate and integrate. For example:
- Application integration.
- Enterprise architecture.
- Digital platforms.
- Document management systems.
- Data exchange.
- Web portals and GIS/geospatial systems. What to look for: Enterprise architecture, solution architecture, system integration, ERP, application landscape and digital platforms. D. Budget & Financial Management The candidate will be responsible for programme financial management.
Responsibilities:
- Prepare budget estimates.
- Monitor programme expenditure.
- Obtain financial approvals.
- Manage vendor contracts.
- Prepare public procurement documentation. Important: Experience with public procurement is particularly valuable because this is a public-sector environment. E. Vendor & Stakeholder Management The candidate will coordinate multiple external service providers and internal departments. For example, one vendor may develop an application, another may manage data migration, and another may handle system integration. The Programme Manager must ensure that all teams work towards the same objectives and deadlines. What to look for: Multi-vendor management, outsourcing, service providers, stakeholder coordination and contract management. F. Testing & Implementation Before launching the new systems, the candidate must ensure that everything works correctly.
Responsibilities:
- Define end-to-end testing strategies.
- Coordinate technical and functional testing.
- Organise UAT (User Acceptance Testing).
- Manage production releases.
- Ensure smooth operational handover. What to look for: UAT, SIT, integration testing, deployment, go-live and release management. G. Data Governance & Migration The programme involves transferring existing historical records into modern digital systems. The candidate must ensure:
- Historical data is migrated correctly.
- No important information is lost.
- Data quality and accuracy are maintained.
- Different databases are consolidated.
- Data can be securely accessed and published. What to look for: Data migration, data governance, master data management and data quality. H.
