Note: For all Level-of-Effort and Completion-Type requests processed outside of the IWC Value Stream, and for which the contractor will not be reimbursed directly by OCIO for travel expenses, additional travel funding shall be allocated on a Not-to-exceed basis when the yearly Option is exercised.

Special Terms and Conditions: The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes, social security etc. whilst working on site at NATO HQ Brussels, Belgium.

No special status is either conferred or implied by the host organisation, NATO HQ Brussels, Belgium to the contractor whilst working on site.

The contractor will be responsible for complying with all the respective National Health COVID-19 regulations in Belgium before taking up the position.

 

1. INTRODUCTION

NATO is undergoing a major adaptation of its overall approach to Digital Transformation. As part of its mandate, the NATO Chief Information Officer (CIO) is overseeing the coherence of the NATO Enterprise ICT1 capabilities and services and is the single point of authority (SPA) for cybersecurity. The NATO CIO is responsible for developing an Enterprise approach to Digital Transformation and NATO capability delivery. This includes significant interaction with executive stakeholders, both military and civilian, required to oversee the NATO Enterprise coherence and cybersecurity efforts.

As part of its mandate the NATO Office of the CIO (OCIO) needs to execute and enforce the role of Enterprise coherence, which includes the assessment and oversight, as well as implementation of Enterprise wide capabilities and initiatives related to driving towards NATO 2030.

2. TASKS

Under Enterprise Strategy Branch leadership, the contractor will effectively and efficiently manage key Digital transformation and cloud initiatives, using a proven project management methodology and past experience, utilising agile project management methods where applicable. Including:

Creating key project management products and documents to manage the projects, such as schedules, communication strategies and plans, financial management plans.

Embed best practises throughout each project execution and advise SME’s where applicable on key risks, issues ad dependencies.

2.1 NATO Enterprise Cloud Adoption initiatives and projects:

Responsible for the project management of key Enterprise Cloud initiatives driving NATO’s digital transformation.

Ensuring deliverables and products are on time, scope and schedule.

Supporting the Cloud Architect with the continued operationalisation of the NATO Enterprise Cloud Operating Model (NECOM);

Support NATO Enterprise cloud adoption activities (includes migration planning and delivery);

Tracking formal cloud project from the scope, cost and time perspective;

Coordinating and communicating on the progress with the relevant stakeholders.

2.2 Contribution to exploration of project alignments and uplift in benefits, risks and outcomes tracking, where applicable.

Creating dependency map and strategy for projects under their responsibility;

Creating benefits map and risk logs for initiatives under PM’s responsibility;

Quality assurance implementation and management, performance monitoring and reporting.

4. LOCATION OF DUTY

The work will be executed primarily on site at the NATO HQ offices in Brussels, Belgium. Frequent travels or short deployments to NATO Command Structure bodies may be required.

5. TIMELINES

The services of the contractor are required for the period starting as soon as possible but not later than 15th July 2024 until 31th December, 2024.

Future contract extensions are subject to performance of the contractor and related NATO regulations.

6. SPECIFIC WORKING CONDITIONS

Secure environment with standard working hours. Occasional non-standard hours may be required in support of the NATO Chief Information Officer urgent tasks.

7. TRAVEL

Frequent business travel may be required. Travel expenses will be reimbursed to the individual directly (in addition to the hourly rate) under NATO rules.

8. SECURITY AND NON-DISCLOSURE AGREEMENT

The contractor must be in possession or capable of possessing a security clearance of NATO SECRET.

A signed Non-Disclosure Agreement will be required.

3. PROFILE

  • At least 5 years of project, programme or portfolio management experience;
  • Awareness of Digital Transformation and Cloud Migration domains;
  • Experience across stakeholder’s management in different domains, functions and organisational levels;
  • Recognised Project Management qualification; PMBOK, PMP, Prince2
  • Knowledge of Service Management including ITIL 3 and/or 4;
  • Organizational Change Management experience;
  • Excellent communication skills with a high level of organizational and coordination skills;
  • Analytic skills, including the ability to summarize large amounts of written material and to communicate clearly and effectively in English.
  • Possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.
