Functieomschrijving
  • Je ontwikkelt en implementeert een efficiënt inkoopkader om operationele excellentie te bereiken in Strategic Sourcing binnen een voortdurend veranderend ecosysteem en wettelijk kader (VUCA).
  • Je zorgt voor de coherentie en optimalisatie van inkoopstrategieën om strategische doelstellingen te realiseren.
  • Je werkt samen met de Strategic Sourcing Managers om ervoor te zorgen dat er goed met elkaar wordt afgestemd en dat er uniforme processen en methodologieën worden geïmplementeerd.
  • Je ontwikkelt risicomodellen en de Kraljic-matrix specifiek voor Infrabel, rekening houdend met verschillende soorten risico's en de impact van gekochte producten/diensten.
  • Je interpreteert en integreert wetten en regels met betrekking tot de inkoop van producten en diensten, en zorgt voor naleving binnen de organisatie.
  • Je analyseert de impact van veranderende juridische contexten op het IT-landschap en vertaalt dit naar gebruiksvriendelijke IT-tools.
  • Je coördineert en beheert projecten voor de ontwikkeling en verbetering van het inkoopkader van Infrabel (Ariba, SAP, e-Procurement, enz.).
  • Je leidt de ontwikkeling en actualisering van het ISO 9001-gecertificeerde Sourcing Excellence-kader en voert relevante business-inkoopanalyses uit.
  • Je bent verantwoordelijk voor het kwalificatieproces van leveranciers en zorgt voor naleving van lead-times in synchronisatie met de inkoopprocedures.
  • Je coördineert en superviseert de activiteiten van het team en zorgt voor de voortdurende ontwikkeling van kennis en vaardigheden van de medewerkers.
  • Je benchmarkt regelmatig met private en publieke actoren en blijft op de hoogte van regelgeving en ontwikkelingen in je domein.
  • Je bent bij voorkeur in het bezit van een master in exacte wetenschappen, economisch of commercieel (relevant voor deze job), zoals burgerlijk ingenieur, industrieel ingenieur, wiskunde, biologie, chemie, handelsingenieur, economische wetenschappen, … of je bezit een master in een andere richting en hebt bewezen relevante ervaring in deze materie, kortom een sterk analytisch denkvermogen is vereist
  • Je hebt minstens 5 jaar relevante ervaring in een gelijkwaardig domein.
  • Je kan volledig autonoom en proactief werken.
  • Je hebt bij voorkeur kennis van de wetgeving Overheidsopdrachten of bent bereid je hierin snel in te werken.
  • Je hebt uitgebreide kennis van SAP en/of Ariba.
  • Je kan complexe materie vertalen naar gestructureerde, duidelijke en bondige presentaties.
  • Je hebt een uitgebreide ervaring in het aansturen en ondersteunen van een team.
  • Je hebt een perfecte kennis van één van beide landstalen (niveau C2 voor NL of FR) en bent voldoende vlot in de andere landstaal (minstens niveau B2 voor FR of NL).
