I. INTRODUCTION

Europe of Sovereign Nations (ESN) Group in the European Parliament has decided to open the procedure for filling 1 post of Assistant (AST 1) as temporary agent for its Secretariat in Brussels. In response to growing centralization within the EU, the ESN Group has been formed in the European Parliament to reclaim the power and independence of its member states. ESN is a newly founded political group that consists of 27 parliamentarians from Germany, Poland, Bulgaria, France, Lithuania, Slovakia, the Czech Republic, Italy and Hungary. Our goal is to restore sovereignty and self‑determination to European nations.

II. JOB DESCRIPTION

The assistant fulfils a supranational function within the ESN Parliamentary Group Secretariat, and assists all ESN Members of the European Parliament in carrying out their duties. The main tasks of the assistant advising on parliamentary business are:

  • Participating in and following up of the legislative work in committees;
  • Assisting the Members in their functions and duties by providing opinions and advice;
  • Assisting the Members in particular in PECH/AGRI Committees;
  • Drafting amendments, briefing notes, voting lists, minutes, summaries, analysis, notes, etc. on subjects relating to the fields of competence;
  • Ensuring a good contact and communication with other political groups and other EU institutions;
  • Liaising with other political groups and other EU institutions in the context of ongoing files;
  • Organising and follow‑up of meetings;
  • Contributing in communication activity necessary for the smooth running of the Group.

These duties require a good knowledge of the European Union, its institutions and policies, and of the political systems within the European Union’s Member States. The post of assistant in the Secretariat of the ESN Group requires great availability (high frequency of meetings, irregular working hours), flexibility, judgement, a methodical approach, discretion, adaptability to varying workloads, as well as the capacity for teamwork in an international environment. Suitable candidates must, amongst other things, be capable of grasping wide‑ranging problems and of responding rapidly to changing circumstances. Excellent oral and written communication and computer skills are also necessary for the proper performance of the abovementioned duties. Frequent travel outside the place of work is required, in particular several days per month in Strasbourg during the plenary session.

III. CONDITIONS FOR ADMISSION

The selection procedure is open to candidates who fulfil the following conditions by the closing date for applications.

GENERAL CONDITIONS

Candidates must fulfil the following conditions (art. 12(2) of the CEOS):

  • be a national of one of the Member States of the European Union;
  • enjoy their full rights as a citizen (have no criminal record);
  • have fulfilled any obligations imposed by the laws concerning military service;
  • meet the character requirements for the duties involved.

SPECIAL CONDITIONS

Candidates must have (in accordance with the terms of article 5 of the Staff Regulations):

  1. a level of post‑secondary education attested by a diploma, or
  2. a level of secondary education attested by a diploma giving access to post‑secondary education, and appropriate professional experience of at least three years, or
  3. Vocational training or equivalent professional experience of at least eight years.

Knowledge of languages:

  • Thorough knowledge of Italian language.
  • A satisfactory knowledge of English language.

Further desired knowledge:

  • Knowledge of other European Union languages.
  • Good knowledge of the functioning of the European Union Institutions and of the political systems within the European Union;
  • Proven ability to carry out conceptual analytical work;
  • Knowledge of the political activities of the ESN Group and its Members;
  • Capacity for team work in a multinational environment.
