What you will do
You will help establish a transversal UX framework for a public-sector organisation that develops digital services for a wide range of users: civil servants, teachers, artists, sports professionals, school administrators and citizens. The organisation also maintains a design system and conducts digital accessibility audits.
Your mission is to build a structured, adaptable and reusable UX approach that allows teams to identify users and determine the right level of UX support and methods for each project, depending on the audience, context and stakes.
Identify and understand users
- Map the different audiences of the organisation's digital services
- Conduct user research: interviews, observations, questionnaires, qualitative and quantitative analysis
- Identify user needs, behaviours and constraints
- Build personas and user profiles based on research findings
Build a UX evaluation framework
Create a decision grid to determine the appropriate level of UX support for each project, based on audience, complexity, stakes and existing knowledge:
- Light UX: known users and needs, relying mainly on best practices and existing design system components
- Standard UX: new journeys or partially known needs, requiring targeted research or user testing
- In-depth UX: new services, broad audiences or complex journeys, requiring extensive research and possibly dedicated UX researcher involvement
The goal is a proportionate approach rather than a one-size-fits-all UX process.
Build a UX toolkit
- Create a repository of reusable methods and tools: interviews, questionnaires, personas, user journeys, workshops, prototype testing, user testing, analysis grids
- For each method, document: why use it, when, how, and what results to expect
- Enable teams, including non-UX profiles, to identify and apply the right method for their project
Test and measure
Define a methodology for testing solutions with users and measuring their effectiveness when needed.
Support teams and the design system
- Help teams integrate user research from the project scoping phase onwards
- Provide templates, guides and tools for applying UX methods
- Contribute to the evolution of the design system based on insights from research and user testing
Deliverables
- Mapping of audiences and repository of personas/user profiles
- UX evaluation grid to determine the necessary level of support
- Catalogue of UX methodologies with guides and templates
- Methodology for testing and measuring user experience
- UX recommendations that can contribute to the design system's evolution
You will work closely with the design system and accessibility teams, and have contact with the communication department that manages the digital identity across the organisation's administrations.
What we are looking for
- Senior-level experience as a UX researcher or UX strategy and research lead
- Strong command of qualitative and quantitative research methods
- Expertise in user interviews, user testing, persona creation and user journey mapping
- Ability to transform research findings into concrete recommendations and methodologies
- Proficiency with prototyping and design tools (Figma, FigJam)
- Experience with user testing tools (Maze, A/B testing)
- Knowledge of audience analysis tools (Google Analytics, Matomo)
- Understanding of Agile methodologies
- Familiarity with accessibility principles
- Experience in a large organisation or the public sector is an asset
- Knowledge of design systems and inclusive design is an asset
- Native or fluent French (the mission is conducted entirely in French)
The setting
This assignment runs from early October to the end of December 2026, with the possibility of extension into 2027. The estimated workload is around 100 days spread over roughly ten weeks for the two consultants.
The role is hybrid, with a minimum of 50% presence required at the office in Brussels.
We are looking for two consultants for this assignment.
