**1. SUMMARY**
NATO’s International Staff (IS) Human Resources (HR) Directorate is comprised of four pillars: Talent Management and HR Integration (talent acquisition, talent and organizational development and HR business partnership); Staff Services; HR Policy and Strategy Coordination (IS and NATO-wide HR policy); and the Medical Unit. Staff Services includes Pay and Allowances, Pensions, Records and Leave, and Privileges and Immunities (P&I) and the provision of administrative support to the NATO Satellite Offices. The services are provided not only to the International Staff but also to other NATO bodies in a Shared Services environment.
Within the Staff Services, the Pensions Unit is a shared Service operating NATO-wide. The Unit manages two distinct pension schemes, the Co-ordinated Pension Scheme, and the NATO Defined Contribution Pension Scheme.
Within NATO HR Staff Services, the incumbent is responsible for the Pensions Unit, which manages the administration and payment of pensions under the Coordinated Pension Scheme ( CPS ) for over 4,000 pensioners from all NATO bodies, in the context of the shared services arrangement. The incumbent will also have responsibility for the NATO Defined Contribution Pension Scheme (DCPS) on a NATO-wide basis. In this respect, the incumbent is responsible for the supervision of data processing and administration. Furthermore, s/he will answer requests for information from internal and external stakeholders at various levels and in various roles. S/he will be handling change projects in connection with the development of the HR IT systems and tools as related to pensions, and the digitalisation of relevant archives, thereby contributing to organisational efficiencies in Staff Services processes. S/he will be required to provide input to policy development within the field of pensions on a NATO-wide and Coordinated Organisations’ basis and will handle change projects related to pension policies.
**2. QUALIFICATIONS **AND **EXPERIENCE**
**ESSENTIAL**
The incumbent must:
- possess a University degree or equivalent level of qualification in economics, human resources management, business or public administration, finance, accounting, actuarial studies or related field, from an institute of a recognized standing (for both positions);
- demonstrate progressive management experience, with a proven ability to manage and engage a diverse team (for grade G15/17 post);
- have at least 5 years' experience in pensions administration, personnel administration or financial accounting (for grade G15/17 post);
- have at least 2 years’ experience in pension administration, personnel administration or financial accounting (for grade G11/15 post);
- have excellent public relations, communication and negotiation skills;
- demonstrate strong customer focus;
- have good knowledge of the standard Microsoft Office software, as well as information technologies and equipment for storing, retrieving, transmitting and handling data;
- have experience in pension administration systems and the associated policy and processes;
- have experience in implementing and/or handling digital transformation projects to contribute to organisational efficiencies and reporting;
- possess the required levels of NATO’s official languages (English/French): V (“Advanced”) in one, III (“Intermediate”) in the other.
**DESIRABLE**
The following would be considered an advantage:
- experience in the administration of a defined contribution (DC) pension scheme;
- knowledge of, or experience with, investment markets;
- professional experience in an international organisation;
- experience in ERP software systems.
**3. **MAIN **ACCOUNTABILITIES**
**Expertise Development**
**Information Management**
Oversee the flow of information required for the calculation of pension payments, allowances, tax adjustments and deductions from pension benefits. Supervise the verification of data received from all NATO bodies regarding persons entitled to immediate or deferred pensions. Ensure that the data are timely, complete and in conformity with the Pension Schemes rules.
**Stakeholder Management**
Respond to and engage with, as appropriate, NATO bodies, investment managers, scheme administrators, staff members and pensioners on all questions related to pensions.
**Knowledge Management**
Initiate the research and collection of data in the field of pensions, especially as related to international organisations. Gather relevant statistics for use by senior management. Implement knowledge management systems as well as tools to facilitate efficiencies and reporting, including digitalisation of HR data.
**People Management (for grade G15/17 only)**
Supervise the administrative staff of the Pensions Unit. Encourage teamwork and collaboration to ensure high-quality service to customers with regard to pensions. Provide in-depth mentoring, coaching and training opportunities and be available to offer guidance
