Case Manager, Global Independent Board of Appeal

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and other situations of violence. We act in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or other situations of violence. We direct and coordinate the international activities conducted in these situations.
**Organizational context**
The Global Independent Board of Appeal (hereafter “GIBA” or “Board”) is an internal review mechanism offered by the ICRC to employees that allows them to challenge employer decisions affecting them if they believe that such decisions infringe their rights and/or are in breach of internal rules and regulations. It is meant to ensure independent review of specific employment disputes internally. The GIBA is an internal administrative body vested with the power and responsibility to make objective, independent and impartial recommendations on cases brought before it.
In order to fulfil its mandate in a professional and impartial manner, the Board is presided by a Chair, independent from the ICRC management and governance.
The Chair heads the GIBA Secretariat and manages individual cases with the support of a network of GIBA Members constituted of voluntary ICRC employees (Peer Members). In compliance with the GIBA Rules and Regulations, the Chair is not under any hierarchical supervisor and performs his/her functions independently, and in a way, which allows for effective and collegial decision-making with Peers selected and/or the Vice-Chair to ensure institutional consistency. TheChairand Vice-Chair of the GIBA are appointed by the ICRC Supervisory and Selection Committee, composed equally of representatives of the ICRC and ICRC staff.
The ICRC is currently seeking a **Case Manager**.
**Functional responsibilities**
Within the GIBA Secretariat, the **Case Manager** will be responsible for the administration and coordination of cases, including information management, as well as providing administrative support to the Board’s Secretariat and Peer Members. They will collaborate with the Legal Adviser for any legal issues related to the management of cases, and with the Case Management Coordinator on specific issues related to Peer Members’ selection or workflow management.
- Primary responsibilities_
- Oversees the management of individual cases from reception to closure.
- Based on initial legal analyses, recommends the next course of action. Supports the Chair/Vice-Chair to determine questions to the Parties and requests additional information from relevant partners when needed.
- Performs legal analyses on the merits of the appeals.
- Assists the Chair/Vice-Chair in identifying key legal issues and in planning and conducting hearings.
- Supports the Chair/Vice-Chair and Peers in the drafting of GIBA final decisions.
- Management and coordination of cases_
- Plans and determines steps of the appeal process and decides upon the necessary level of resources required for the management of the appeal and hearings - considering expectations imposed by the GIBA mandate and Rules of Procedure.
- Examines the admissibility of appeals and drafts admissibility decisions.
- Reviews case files, summarizes parties’ pleadings and produces initial assessments of appeals.
- Collaborates with the Case Management Coordinator in maintaining the case management system up-to-date by filling all supporting documents and updating the workflow.
- Communication_
- Manages the relationships with the appellants and liaises as necessary with internal interlocutors, including Heads of Delegation, Line Managers, Talent Managers and representatives from Employee Relations.
- Provides substantive support to the Chair/Vice-Chair and contributes to GIBA’s strategic discussions.
- Supports the Legal Adviser in preparing case summaries, case law and lessons learnt.
- Contributes to the planning and improvement of GIBA internal processes in collaboration with the Case Management Coordinator.
The Case Manager is placed under the hierarchical supervision of the Chair of the GIBA.
**Education and certification required**
- Advanced university degree in Law or related field (B.A. min., M.A. an asset)
- Certification in dispute resolution or employment law would be an advantage
- Good computer skills (data analytics a plus)
**Languages**
- Proficient in oral and written French and English required.
- Knowledge of Arabic, Spanish or Russian, a plus.
