INTRODUCTION

The objective of this ultra-resilient IP-based infrastructure is to ensure the reliable, secure, safe and cost efficient transfer of ATM business-critical communication calling upon voice, data and radar streams. It also aims to support requirements emerging from future Air Traffic Management (ATM) concepts.

PENS is open to a wide spectrum of ATM stakeholders, including air traffic management providers, air navigation service providers, airlines, airport, the military, meteorological services and industrial partners. It currently presents 110+ points of presence across 40+ countries primarily in mainland Europe with reach to America and North Africa.

The PENS Service is managed by a multi-stakeholders’ governance (see figure below) structured around a PENS Executive Board, a PENS Steering Board and a PENS User Group.

The objective of this Request is to select a Contsultant to contribute to the activities of the PMU and support the activities of the PTC.

EDUCATION
- University studies of at least 3 years in a relevant domain (e.g. Computer Science, Engineering, etc.). A Master’s degree in a relevant domain would be an asset.

WORKING EXPERIENCE
- A minimum of 5 years relevant professional experience in the IT communications domain.
- Experience and in-depth knowledge of current IT-network technologies: IPv4/IPv6, MPLS, BGP, DSCP, NAT and DNS.
- Experience at project management level, contact with customers and/or providers.
- Experience and knowledge in security devices (firewall, IDS/IPS) and other network-related appliances (e.g. packet shapers, encryption/compression, etc).
- WAN infrastructure (internet access, MPLS, DC-interconnection, cloud interconnectio).
- Experience in Software defined networking technologies (SD-WAN, SDN ).
- Experience or knowledge in voice over IP (VoIP).
- Experience or knowledge in mobile IP communications.
- Experience or knowledge in Air/Ground communications architecture.
- Experience in a safety-critical environment.
- Understanding of network impact of virtualization and cloud computing.

LANGUAGES
- Excellent command of the English language and ability to write documents in a clear and structured way, in English. This can be demonstrated by certificates/diplomas, studies or working experience.
- Command of any additional European language(s) is an advantage.

COMPUTER SKILLS
- Excellent knowledge of MS-Office (in particular MS-Word, MS-Excel and MS-powerpoint) is mandatory.

OTHER SKILLS
- Technical drafting skills (English). E.g.: production of meeting minutes, drafting of technical notes, etc.
- Capability to participate effectively in international working groups.
- Good interpersonal skills, ability to establish and maintain good professional relationships both internal and external.
- Ability to work under pressure and set clear priorities.

RESPONSIBILITIES/DUTIES

Depending on the needs of the PMU, the contractor shall be assigned and shall complete some or all of the following tasks:

- Perform functional and non-functional requirements elicitation and analysis.
- Contribute to technology roadmaps and other architecture governance artefacts.
- Build of conceptual designs (solution identification/comparison, impacts/pre-requisites, total cost of ownership, target operating model ).
- Inception and review/validation of proposals from service providers.
- Architecture support to changes and projects:

- Build of high level designs (HLD) and detailed designs (DD)
- Review/validation of HLD and DD from third parties
- Technical coordination in support to PM
- New feature validation pre-deployment
- Contribution to Proof of Concepts, prototypes, solution verification and validation.
- Contribute to the development of common policies and standards in scope of PENS also representing PENS in technical standardisation forum supporting European aviation where mandated by the PMU,
- Liaise with the PENS Technical Centre (PTC) and Points of Contact on technical matters regarding network architecture, security, addressing, etc.
- Liaise with Client architecture team enabling strategic alignment between NM and PENS,
- Ensure the secretariat (meeting preparation and coordination, minutes taking) of the PENS User Group and support the PENS User Group Chairman in fulfilling the group objectives under the guidance of the Head of PMU.
- Contribute to the management of the telecommunication provider (BT).
- Monitor and supervise the NewPENS Contractor on its performance including incident, problem, configuration and availability management;
- Oversee PENS change management activities;
- Review regularly the adequacy of the NewPENS Contract with the NewPENS Contractor, e.g. through benchmarking.
- Ensure business continuity management;
