**Duties**:
This position supervises the contracting and procurement staff which issues approximately 3,500 purchase orders in a year and handles over 250 contract actions with over 735 vendors. Major contracts reach $20 million plus an additional $7 million annually in total PRs. Incumbent is a warranted Contracting Officer responsible for a broad range of procurement and acquisition functions that include simplified acquisitions, supplier analysis and selection, negotiation, contracting, and supply chain management. This position supervises seven (7) procurement and contracting agents. Their contracting warrant extends to purchases up to $25,000. USG contracting professionals work in an environment that requires a depth of specialized knowledge, as well as adherence to the highest ethical standards.

**Qualifications and Evaluations**:

- Requirements:
EXPERIENCE: Five (5) years of procurement experience with the Department of State is required. In addition, 1 year of supervisory experience is required.

JOB KNOWLEDGE: Understanding of ethical procurement practices, local market conditions and purchasing practices, local contract regulations, USG regulations, US Embassy operating procedures, Federal Acquisitions and Department of State rules pertaining to purchasing and procurements, and ILMS systems knowledge. Microsoft Office proficiency, familiarity with online platforms and systems, proficiency with data management and analysis.
- Education Requirements:
Two years of post-secondary education required.
- Evaluations:
LANGUAGE: Fluency in English, Dutch and French. This may be tested.

SKILLS AND ABILITIES: Must exercise sound judgment in ensuring full and open competition, negotiation for lowest-price, technically acceptable terms and conditions. Judgment must include critical analysis of good/services to be acquired to meet Embassy’s budget constraints and when adjudicating contract performance in relation to contractor delinquency and corrective action. Strong verbal communication, negotiation skills, and persuasive argument skills. Ability to maintain well-documented files for each purchase and contract.
