Staff Officer

NATO CIS Group is looking for a Staff Officer (Peacetime Basing Infrastructure) responsible for CIS related infrastructure planning. If you have a background in resource management related to CIS equipment/system projects, this post is for you.

**GENERAL BACKGROUND:
The NATO CIS Group conducts CIS operational planning and provides deployed/deployable CIS services and support in support of NATO military operations and exercises. The NATO CIS Group is located at the Supreme Headquarters Allied Powers Europe (SHAPE) the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO).

**Post Context**

The J-5 Division is responsible for the development of NCISG overall internal Concepts and Policies, the J5 Division will support DCIS Capabilities developments and will lead NCISG activities regarding Implementation and Improvement of delivered DCIS capabilities.

The Capabilities Development/Implementation and Improvements Branch is responsible for the improvement of the DCIS Structure and for direct coordination with ACO, ACT, NCIA, NSPA, NATO HQ IS and IMS, and Host Nations on the development and implementation of Capabilities related to DCIS.

The Implementation and Improvements Section is responsible for the Implementation of new DCIS and ensuring the continuous improvement of the DCIS Capabilities of the NCSIG.

The incumbent serves as the primary staff officer responsible for CIS related infrastructure planning.

This post reports to OCG PIIX 0010 - Section Head (Implementation and Improvements), OF-3.

**Principal Duties**

The incumbent's duties are:

- Analyse and execute the direction from the Section Head. Consolidate input and advice from NATO CIS Group HQ, NATO CIS Group Subordinate Elements, and from other elements of the J5 Division to contribute to the development of policy and guidance issues.
- Assist the Section Head to evaluate the requirements from NATO CIS Group community.
- Track implementation activities, status and progress of NSBs’ Infrastructure/Peacetime Location projects.
- Coordinate with NATO CIS Group Health & Safety & Infrastructure (HSI) Officer, requirements, procurement and delivery processes, including where required, direct correspondence with HN staff and other departments associated with applicable infrastructure projects.
- Provide inputs to the DCIS Planning Policy and DCIS Operational Planning Branches with respect to development and amendment of NATO CIS Group formal agreements, SLAs and NATO CIS Group Operating and Support Instructions (OSIs).
- Provide advice to the DCIS Planning Policy and DCIS Operational Planning Branches with respect to liaison between C&I Agency, Support Agency and the operational theatres to provide critical input with regards to DCIS capability processes.
- Coordinate operational, technical and logistic issues as they pertain to the responsibilities of this Branch.
- Ensure that NATO CIS Group required resources, support arrangements and training, for the life cycle of DCIS Capabilities are in place prior to Formal Take Over by the NATO CIS Group.
- Assist in the execution of the function of Operating Authority (OA) POC for the Transformation Authority (TA) and Implementation Authority (IA) during the planning, implementation phases and during periods of major changes of DCIS services/capabilities/systems.
- Comment and coordinate advice on new DCIS related Capability Development projects.
- Provide project overviews on the status of the implementation of new or changed Peacetime Basing Infrastructure capabilities and reports timely problem areas to the Section and Branch Head.
- Provide input to Section Head for coordination with International Staff (IS), the Investment Committee (IC), the Working Group of Technical Experts (WGNTE), the Budget Committee (BC), and the Resource Board (RB) in support of branch related issues.
- Contribute to the coordination of future NATO CIS Group Management, Control and Support requirements for DCIS capabilities.
- Coordinate enhancements to and rationalization of NATO CIS Group assigned Deployable CIS with respect to the systems assigned to his branch.
- Coordinate the efforts of NATO CIS Group for the user site acceptance tests (Beneficial Occupancy) of supporting DCIS Peace Time Basing facilities.
- Guide and oversee project management actions for modifications and minor works and deployable communication projects within NATO CIS Group.
- Contribute to the development of the NATO CIS Group Capability Implementation Plan.
- Assist Static CIS and DCIS Analysts and staff officers in the performance of their duties based on differences in workload and ongoing activities within the I&I section.
