Based in Brussels or Braine l'Alleud the Contracting Officer plays a key role in the streamlining of procurement processes whilst supporting the negotiation of a wide array of unique and complex contracts.

**Who we are: NCIA acquire, deploy and defend communications systems for NATO's political decision-makers and Commands; the agency is on the frontlines against cyber-attacks, working closely with governments and industry to help NATO keep its technological edge.

**The role: The Contracting Officer will be part of the international Acquisition Function (ACQ) who provide the full range of cradle-to-grave acquisition expertise and activities in support of the Agency's strategic goals and missions. These functions include Contracting, Integrated Logistics Support, and Cost Estimating and Analysis.


ACQ controls all acquisition activities to ensure proper risk management and protects the legal and financial liabilities of the Agency and implements Best Practices relating to all acquisition activities, including Life Cycle Acquisition.

ACQ conducts all source selection activities of the NCI Agency and also develops, implements and monitors the use of NCI Agency acquisition policy and procedures.

ACQ is committed to ensure an impartial, unbiased, timely and accurate execution of all procurement actions.


The Contracting Officer will learn and utilize innovative business practices to streamline the acquisition process whilst supporting with the negotiation and management of a wide variety of unique and complex contract types, such as fixed-price and cost-reimbursement contracts, to obtain the best value on behalf of NATO.

**About you: You easily establish good relationship and are able to relate to people at all levels. You produce new ideas, solve problems to deliver innovative solutions.

With a focus on the details you have exceptional organisational skills and can demonstrate:

  • Diploma in international procurement, supply chain or related discipline, and/or relevant certifications including Certified Professional Contract Management (CPCM), Certified Federal Contract Manager (CFCM), NCMA (National Contract Management Association), Project Management Professional (PMP), Chartered Institute of Procurement and Supply Diploma (CIPS), Certified Professional in Supply Management (CPSM)
  • Experience on leading and optimizing complex Acquisition, Procurement and Contractual matters, acquired in a large International Institution (such as NATO, UN, EU, National MoD(s) etc ) or a large International private company
  • Experience at a significant level of responsibility (e.g., Contracts Manager, Procuring Contracting Officer) in performing both preaward and postaward contracting functions for high value contracts for complex systems level acquisitions
  • Ability to work independently with mínimal supervision directly with a project manager on a complex, large systems level acquisition
  • Proven ability to communicate effectively orally and in writing with experience in providing presentations and briefs to upper management
  • Previous experience of working on international procurements
  • Previous experience in contracting for software intensive projects and software development projects
  • Previous experience in Outsourcing and complex service contracts
  • Previous experience with Performance Based Contracting and contracts based on Service Level parameters
  • Previous experience in Agile methodologies and principles
  • Ideally previous experience in contracting for cryptographic systems, services, and products and cyber security complex procurements
