**Location**: Brussels, Belgium
**Summary
**The Project Management Officer (PMO) is responsible for streamlining a project management
approach and methodology across the different EU-funded projects managed by the World Scout
Bureau (WSB) - Europe Support Center. The PMO will review and further develop transversal
project processes and ensure that a project management methodology is applied systematically.
They will ensure the on-time delivery of funded projects by monitoring the overall portfolio budget,
tracking the status of projects, planning appropriate resources, and ensuring compliance with
reporting requirements.
The position requires a great degree of collaboration with other colleagues and stakeholders. The
WSB - Europe Support Center is currently coordinating the implementation of three EU-funded
large-scale projects, mainly under the Erasmus+ programme. The PMO will serve as the link
between different colleagues responsible for the content management of those projects and ensure
that the project management methodology being implemented and streamlined. This role will
ensure that project implementation follows the commitments made to donors based on grant
agreements, while also ensuring that the project managers receive adequate support to achieve
the deliverables.
**Responsibilities**
**Review and implement project management methodology**:
- Be the guarantor of the project management methodology and ensure that the
methodology is used transversally across all active projects
- Ensure that the methodology is applied and respected
- Develop reporting (and make it evolve) for various stakeholders to ensure understanding
and consistency on the status and progress of projects
- Optimise the use of resources to deliver the maximum out of the projects
- Define and implement a capacity management process aimed at ensuring the
organisation’s ability to deliver projects, plan resources, and identify potential difficulties
and problems
- Take charge and lead the process with various actors of change, ensuring consistency and
the involvement of teams to jointly ensure the delivery of the projects
**Ensure compliance with donors' requirements**:
- Define, implement, and maintain a process to capture and monitor (e.g. deviation,
planning) the costs related to the projects and take appropriate measures
- Ensure proper financial monitoring that goes in line with the requirements of the donor(s)
- Ensure links with finance teams and collaborate within the framework of budgetary
processes
- Ensure proper follow up of procedures and deliverables
- Manage documentation and assume administrative tasks for the project (e.g. meeting
reports, invoices, financials, planning, forecasting)
- Manage risks and mitigators for the successful delivery of the projects in a timely fashion
**Job requirements**
**Qualifications and experience**
- A Bachelor’s degree (or above) or equivalent experience
- A minimum of 2 years’ experience in project management in national/international settings
or equivalent
- Be very familiar with at least one EU programme (Erasmus+ or other) or other donor with
big and complex projects
- Be autonomous and able to lead projects and workshops independently
- Have a background in project portfolio management (PPM) tools
- Have the ability to manage competing priorities
- Have an eye for detail and precision
- Have an analytical approach to their work
- Having experience with or knowledge of how a similarly structured organization
implements projects is a bonus
- Have stakeholder management experience
- Have an understanding of the work environment at non-profits and youth organizations
- Ability to work across teams and locations, including remote working in international
settings
