The client is seeking a highly skilled and experienced Senior Project Management Officer (PMO) with a strong financial background to join their team. As a Senior PMO in a financial context, you will play a critical role in overseeing and optimizing financial management processes, ensuring compliance with financial regulations, and supporting the successful implementation of various programs and projects.

**Key Responsibilities**:

- Project Management: Lead and support the planning, execution, and monitoring of financial programs and projects, ensuring they align with organizational objectives and meet financial regulations and guidelines.
- Financial Oversight: Provide expert financial guidance and oversight to project teams, including budget management, cost control, and financial risk assessment.
- Compliance: Ensure compliance with financial regulations, guidelines, and standards, and proactively identify and address potential compliance issues.
- Reporting: Develop and maintain comprehensive financial reports, dashboards, and performance metrics to track project progress and financial health. Present findings to senior management.
- Stakeholder Engagement: Collaborate with internal and external stakeholders, including project managers, auditors, and regulatory authorities, to foster effective communication and cooperation.
- Process Improvement: Identify opportunities for process improvement, efficiency gains, and best practices in financial management, and implement necessary changes.
- Risk Management: Assess financial risks associated with projects and develop risk mitigation strategies.
- Training and Development: Mentor and train junior PMO staff, promoting a culture of continuous learning and improvement.

**Qualifications**:

- Education: A bachelor's degree in finance, accounting, business, or a related field is required. A master's degree or relevant financial certifications (e.g., CPA, CFA, CMA) is a plus.
- Experience: At least 5 years of experience in project management, financial management, or a related role, preferably in a complex organizational environment, such as government or international institutions.
- Financial Expertise: In-depth knowledge of EU financial regulations and guidelines is highly desirable.
- Project Management: Strong project management skills and experience with project management methodologies, tools, and techniques.
- Analytical Skills: Proficiency in data analysis and financial modeling to support decision-making.
- Communication: Excellent written and verbal communication skills in English.
- Team Player: Ability to work collaboratively in a cross-functional team and build strong working relationships with colleagues and stakeholders.
- Critical Thinking: Strong problem-solving skills and the ability to think critically and strategically.
- Attention to Detail: Exceptional attention to detail in financial analysis, reporting, and compliance.
