Background
The BMZ funded Organizational Development (OD) Programme contributes to
democratisation in Africa by building an active and effective civil society. The
programme aims to strengthen local civil society actors, drive change and promote
democratic, transparent and accountable governance systems and practices that are
essential for sustainable development. The programme is structured around three
pillars: 1) strengthening the institutional capacity of civil society actors, 2) promoting
participation and the representation of their interests, and 3) scaling and exchange to
enhance (inter)institutional learning, dissemination as well as scaling up of good
practices.
The project partners and direct target groups of the BMZ funded programme are four
WWF offices in Kenya, Madagascar, Zambia and Zimbabwe and two selected local
civil society organisations from the fields of development, nature conservation and
environmental protection per implementing country. Indirect beneficiaries are local
civil society organisations in Kenya, Madagascar, Zambia and Zimbabwe.
An important component of the BMZ funded Organizational Development (OD)
program are online courses on a learning platform to enhance and facilitate
(Inter)institutional learning and the dissemination and scaling up of good practices.
Goals / Deliverables
This assignment is focusing on designing and developing learning content for an e
- learning activity on Environmental and Social Safeguards.
WWF has established the Environmental Social Safeguards Framework (ESSF)
preliminary in 2019 and finally adopted it in 2023
to implement it also in partnerships including with external CSOs. The objective of the
E-Learning is to introduce the ESSF to external CSO partners of WWF and to
familiarize them with basic concepts and commitments of the ESSF. After
participating in the e-learning, staff of local CSOs should have an understanding, what
the ESSF is, how it works and be able to discuss with WWF implications of ESSF in
the partnership.
Based on existing content provided by WWF, possibly supplemented by the creative
content work of the consultant, a self-paced learning module is to be designed and
developed.
The learning module should contain up to 45 minutes of learning content in English,
be engaging and interactive and use different methods and tools (animated videos,
texts, quizzes, videos, etc.).
Direct target groups are staff of 7 selected local civil society organizations from the
development, nature conservation and environmental protection sectors in Kenya,
Madagascar, Zambia, and Zimbabwe.
The learning content should be designed and developed in such a way that it reaches
different target groups with different levels of knowledge (including target group
matching e.g., via test/quizzes).
The learning module is to be exported/delivered as SCORM 1.2 standard that can be
eFront Learning Management System) and also exported as an open SCORM file for
further use by WWF in its own Articulate license.
Learning design methodology
The decision on the final learning objectives is made in consultation with WWF. The
didactic preparation of the learning objectives should be guided by the consultant's
suggestions in an instructional design.
The consultant team is requested to provide a financial proposal, the maximum
budget being 8.000 EUR.
Profile of consultant team
The learning design will be facilitated by an external consultant. The consultant will be
responsible for the overall implementation of the e-learning activity / module.
The consultant team should demonstrate:
equal experience in systematizing and developing content for learners
- strong learning design track record & sample work
- experience with CSO, including community-based organizations
- knowledge of Environmental and Social Safeguards is a plus
- respect WWF branding guidelines
- knowledge of WWF’s vision and the way WWF works is desirable
